Last night I kitted out a new Taranis and decided to roam around looking for targets in belts. I started in Bleak Lands and worked my way up north through Molden -> Heim -> Metro -> Forge -> Lonetrek and finally Placid.
And I found a grand total of 6 targets, 4 of which were random noobs in destroyers.
Is belt piracy dead?

I couldnt give a definitive answer to your question, however this question may bare thinking about.
What reason does anyone bar a new player in a destroyer have to be in a belt in low sec?

Cormorants have a build in autopilot subroutine that automatically pilots them to Aurohunen belt one whenever the podpilot is AFK. 
Seriously though I knew empire piracy was on its arse, but that was just depressing as hell.

Today I even found a hulk in a low sec belt. Most of what you will find = noobs in frigs/destroyers- this is true- but there are plenty of decent targets.
There are lots of mining ops, make sure you bring a lot of points. The "protection" will warp out and leave the barge to you 
I also recently got a multi-hundred mil ransom on a Maelstrom in a low sec belt.
Probing out mission runners may be more viable than simple belt hunting, it just depends on the area. I find belt hunting and mission runner killing to both be viable.
Sadly, most belt inhabitants will either quit the game, dock, POS, or SS as soon as a new player comes into local. This really comes down to the issue of local, the only counter to uber-local is to go cloak in a highly active system and wait for them to get too comfortable.

sadly, without a Covert ops, some seriously fast scanning or a bit of luck, you'll do well to find someone alone in a belt, that doesnt have an armada waiting to WTFgank you.
That said, I still weirdly enjoy Piracy.

I actually sdtarted this char to belt pirate in. Went on my first tour and got to ransom two coverters and a tempest in a belt and then nothiong afterwards lol. So I ****** it off when I joined omnor ad took the bastard with me.

Now it's not THAT hard to find people in belts, what about that carrier? 
And while a target in a belt may be bait, or may try to call in their friends it does not happen to me that often and I can only recall one instance where I was baited and unable to get out when I saw their friends coming.
Belt piracy is decent, just requires patience, good timing, and luck.

I should start counting how many times I see some version of this thread.
No, its not dead. It will never die. I've seen posts like this almost weekly since I joined the game 2 years ago. Belt piracy isn't like other professions, the targets are rarer, and the really big hits rarer still. Some days are slow, some are ripe with kills. It's how it is now, it's how its always been.

I rarely bother scanning the belts anymore. More chance of the target being on a mission or in an exploration site, really.
That said, i'm sure there's still people who use the belts, but having a -9.5 SS and 20mil+ bounty really makes people run as soon as they see you in Local.
TBH, Local should be a passive channel - so you only appear there if you talk, or perhaps if you've been there a while (5min+) It'd make things a lot more interesting, and byebye Macro NPCers :p

I've done it since I started and I still am, I nailed a Diemos about a week back. What helps to keep things interesting is to bring a ship that can tank sentries as well so if someone warps pursue, and if you know your systems really well you can be at the right place at the right time to catch indy's and autopiloting ships.
Yeah you don't find a whole lot of BS's or even BC's ratting anymore but they're still coming out, but here's all in favor of CCP giving some low-sec rats/rocks some love in order to increase traffic.

Belt piracy works in 0.0. Sure there are some mining ops sometimes in low-sec, or the odd eBay:er who rats with his shield tanked navy mega, but otherwise low-sec is limited to killing:
1) People at a gate. 2) People in missions. 3) People in safe-spots hiding when you entered local. 4) People who are there because they want to fight you (for whatever reason).

The problem is the imbalance in the game and I don't mean in any way that the devs can fix it the players themselves that are creating the imbalance.
There are no miners in low sec reason low sec is the most densely populated area for people who want to wear your hull as a medal. Minerals have collapsed in price risk high reward next to nothing skip from empire to 0.0
Solo pvp pretty much extinct you go out alone you get dead \o/ the gank you go out in a small gang i.e. I regularly go out in small af's cruiser gangs cuz its hanging with ya buds and having a good time and its gotten to the point where even 2,3,4 bs gangs will still happily drop a carrier on your head rather than taking such a squishy manageable (if yer smart) gang. Markets in the toilet due to everyone on there grandmother doing rigs and invention.
Its human nature someone spots a good thing soon after words everyones going to be doing it. So onward we go prices get cheaper \o/ gangs get so big even the biggest gaming server on the planet would complain ohh wait it IS the biggest gaming server on the planet (remember I said gaming) and it is crying but ccp god bless em are trying to figure out how to cope with it and let us kill each other in more ingenious ways.
in an odd kind of way if belt piracy is dead its kinda the pirates own fault i.e. care bears don't go there anymore = no one to pirate = no pirates anymore = no one for me to play with at the weekends :'( see the care bear dose fulfill a useful function after all lol.
anyway this has started to turn into a rant and it was only meant as an observation

The last thing I killed in an asteroid belt well almost killed was a minmatar frig not too far from amamake. I was in his hull when I decided. . . no. . . he's just a newbie his loot will suck. I gave him 1 mill and warped off.

Belt piracy is pretty boring in low sec 
Recently I have been having much more fun out in 0.0 with a close range inty just trying to kill the scouts that are out ahead of the various gangs before the main gang can jump in and gank me.
Meh. Low sec just needs more focal points worth visiting, more places to actually bump into people. ATM you pretty much need to stay static in either a known pvp system or a well traveled gate to get any decent amount of fights.

this is not at all directed at all at the person i quoted, but...
reading this made me think, so many "Pirates" i see post on the boards come here to whine and complain that they can't find anyone to kill who wont fight back, or that the only people they can find are actually looking for/prepaired for PVP...
That really seems more like bullying than piracy than me, but i guess no honor among thieves and all.
Then there are those who claim piracy to be this high honor noble profession, realy seems we need 2 diffrent distinctions between these camps...
Myself when i go to PVP i actually seek out people looking to pvp and those capable of fighting back and defening themselves, i just don't see the sport in killing some one who has no chance of winning, where's the thrill in that?

*edit* for after thought I guess i see it as the diffrence between some one who hunts grizzlies (something that will actually hunt you back)v.s. the kid with a magnifying glass in his driveway burning ants.

Piracy is about making money from someone else's misfortune (i.e being weaker and getting caught by the said pirate). There is no 'honour' in piracy it plain and simple theft by force, some people act all high and mighty about it but it's all round thing's carried in a sack pray on the weak and make as much dough as you can. Am all for it :)
Yeah sometimes you take on something thats risky, but thats usually because risk = reward but a good pirate always looks for the way out if it all goes to male chicken.
Anyway back on topic, belt piracy is still possible but it requires the patience of a saint and speed on scanning down the belts.

edit: man i should proof read  I like to kill you cause every wreck makes it feel like opening presents at christmas, you never know what's going to be inside |

I wouldn't say it's dead. I've killed a few ships in low-sec belts, a lot of patience I guess. Infact I've had trouble getting targets that are TOO big for me to kill. Covetors, Vexors, Catalyst, Ruptures and Retrievers seem to be the main things that I get.
