Since the EVE logo font has no difference between lower and upper case characters, it's not very good to use it to try and distinguish cases. This, however is normal text and shows correct lower and upper case characters.

As Training in Eve is done in real time, your change would require a massive coding change to take into account time online, time off line as well as what ever other functions those timers feed...
The next problem with your idea is the goal of getting people to log on to Eve and not to some other game, when people find they are required to log out, even for a few minutes, they will find other things to log into... most being other games.
This same idea of limiting play time has been looked into in the past, it has failed every time... granting a bonus (as WoW and EQ2 do) to get a "Rested" bonus where you get more for the first X amount of time (based on how long you rested) is accepted, but penalties for long gaming periods are rejected wholesale.
lastly, I am old enough to budget my own time, I work about 10 hours a day, I have other real life things I need to take care of and like to enjoy the time I spend playing Eve. If I can squeeze in 3 or 4 hours in a night, there is no reason you and your boss should limit my enjoyment. if you want to log out for 15 minutes every 2 hours, feel free, but I like my escape time not to be interrupted (a problem my wife has yet to figure out I fear). Worse still you want a "Government" (ccp in this case) control placed on this, the antithesis to freedom... thank you, but no, you can keep your idea.

I think this idea is a little to radical for the Eve community or any MMO gaming community for that matter.
I believe that for this to work, it must have been implemented into the game from the start.
For example, If I could do most things I needed to do in Eve in an hour, I would not play as much. But to get something with a real effect it takes at LEAST 2 hours of play

Well it was like personal music players ended up having to build in volume limiting functions but they where voluntary and usually ended up never been turned on, But from reading that BBC news report that was posted I cant make out whether its state propaganda or a genuine desire to help prevent younger children from spending to much time playing video games instead of doing homework and so on.
Some of us whether we admit it or not (even to ourselves) we probably do spend more time on any game than we really should but if game developers where to incorporate such features it will no doubt impact on their sales but I doubt there would ever be legislation forcing them to do it although I can see some companies trying it to brown nose to certain groups of parents who are concerned (neurotic) about their children.
