If rigs were allowed it'd have just meant the Rook could've had more powerful ECM, and the damps on the frigs would've been much stronger.
And the Guardian/raven/drake would've been more buff.
Hell if rigs were allowed I'd not be surprised to see a team of nothing but drake/nh/vulture passive tankers, especially because if rigs were in, all gang mods likely would be too, and you'd have a Vulture with mindlinks, and gangmods, and their passive tanks would be simply insane.
