Ok, so I know this isn't the first time this topic has been bandied about, and it is gonna start a flame war, but really, isn't it time to consider a new server?
Personally, I would find it exciting to start fresh on a new server. People who want to stay are certainly welcome to, but for new players and players who want to start with a clean slate, this is an exciting opportunity to level the playing field and start again.
From a business perspective, it makes nothing but good sense. You can reduce the lag on your existing servers as some players migrate to the new server, AND you encourage new players to join up. This last point is very important since one of the strongest complaints from noobs is that they will never be able to catch up to the old-timers.
From a role playing / rational explanation for the "reason" for a new server - just consider it one of those "branching" theories for Multiple Worlds Interpretation. The EVE universe exists in multiple dimensions, and a second one just became playable! Seems like an easy solution.
I know this is gonna start a flame war, but can you imagine a server without BOB? Goons or RA, -A-? I can, and I like it!
Hell. It would be like playing a brand new game! I might even keep my old accounts and buy new ones too! (If this doesn't motivate CCP, I don't know what will!)

Here's a shocker for everyone of you:
EVE IS ALREADY SHARDED. The shards are just happen to be connected to each other rather nicely, what you're really asking is limiting the amount of people in hopes it'll take away the lag which I'm not going to comment on.
Also I can't think of any commercial MMO that would've done a server wipe (similar to what you're asking) in any part of its existence. -

This has been more fun than I expected!
But seriously - "sharding" EVE doesn't break it or prove it doesn't work. EVE has matured and is at a point where it is time to shard it. Placing limits on the # of people allowed into a single system is a better solution? Seriously?
And yes, other MMOs have done just that. Most MMOs dont spend the kind of money on servers that CCP does (to their credit!), so their solution is to open up new shards. Some people will move. Most will probably not.
In any event, even if 50% of EVE moves to a new server, how is this any more "broken" than the EVE of 2 years ago, when the population was sitting at 15,000 people a day? I didn't think EVE was broken then, so I don't think it would be broken if numbers shrank to that level again.

Ah just like the people in WoW requesting new servers every few days... The funny part is that it doesn't actually level the playing field. You still got great players and you still got mediocre players, if you can't make it on a server that means you are mediocre and hence a new server won't help you.

Define catch up? No you can't branch out into as many areas as a player with 60mil SP. On the other hand flying a ship as good as a vet is quite well possible.
Also from a business perspective this would make no sense at all. Spending loads of effort over the years to claim that eve is unsharded and then throw all that away by sharding the universe.

No I can't imangine Eve without BoB or RA or -A-, because if their was another server there would be just as much power politics on that server and you would still be stuck in mediocrity as either a lowly corp member in .0 or as some missioning drone.

From business POV it would actually make EVE more popular if there was some obvious differences between the two independent shards, most common division is PvP and PvE realms. However it would of course steer the other alternative away from what the original focus was and would require double the amount of developing since like we know, for example lvl4 mission running in lowsec has a risk which keeps those faction fitted battleships away and because of that they're of course a bit rarer since you can't just go to lowsec and grind away LP:s for those BPC:s. Another aspect is of course the need for capitals in general, if you can't have awesome slugfests with capital fleets and not-so-awesome slugfests with POSses then why even train for one. And then again if faction becomes the norm, how do you rebalance things so that everything's still unified?
In short, 2 shards don't double the amount income for the developer unless the game is designed to work on that philosophy in the beginning. World of Warcraft was designed as an extendable and cloneable environment and that's why they have what, 9 million players atm (that's 1,62 billion dollars of income per year for Blizzard btw). -

Part of the reason eve is such a great game is because it's on a single server, it allows players to build a reputation and to interact in ways that just wouldn't be possible otherwise.
So in other words ,no, lets not destroy the game...

Ok, seriously, I am not trying to be a jerk here. I AM having some fun with the anti-shard lobby, but I am also serious.
As to the insinuation that someone isn't "making it" in EVE - well, no, I wasnt talking about PLAYER skill. THAT will always be a variable beyond game mechanics. I was simply referring to a noob who wants to play in the same game as a 60 mil SP player. Obviously there is a HUGE advantage that can never really be overcome by the noob, no matter how hard he tries. Yes, I know the next poster will say that a GOOD player can kill another player, regardless of the SP difference. Well... so show us. I don't believe that a 2 month old character CAN kill a 60 mil SP player, unless he catches him in a hauler or shuttle. I suppose other possibilities exist, but really, if they are in even approximately equal ships then the high SP player will always win. Right? Please be honest in your flames. 
Ok, as to the "single shard is what makes EVE unique" - Well... I have played other MMOs also, and I have been around EVE for years now, and TBH, I always feel that this is just mystical nonsense.
Here comes another round of rapid-fire flames - but HONESTLY ask yourself... how MANY of those 30,000 ppl who are online at any one time do you KNOW? How many know YOU? The single shard argument was legitimate - at one time - but not now IMHO. When there are 120,000 accounts and 20-30,000 of them are on at any one time, then it is not a big sanbox where we all interact with each other (except thru the market), it is just a really big shard. You still don't know any more people or even meet any more people than the server that was capped at 20,000 players. Honestly, do you really believe that you will meet/know everyone in this game?
Finally, the idea that this would be an admission of the failure of the "single shard" experiment that is EVE... I disagree. I think it is a proven success - and now it is simply time to replicate it.
Arguments are good. Mindless flames are... for children. Is this an EVE community or a WOW community?

Well... I think you meant to say a lot more than 6 figures. (100,000 is six figures) But yes, it would cost them a lot. I wouldn't even think of suggesting to them to cannibalize their existing infrastructure to make another shard - that would defeat the purpose! No, it would cost - but I think it would increase enrollment - even if only from players like me who would keep both sets of accounts.

What would happen if a new server was made here, is the same as what happened when the opened a new server in China. Though perhaps slightly less ISK farming.
A load of people will simply rush to take space, build a huge POS network that is almost invincible because no one can fly capitals, and the whole thing will get boring and collapse.
This server exists as it does because of it's slow evolution. That won't happen if a new server is opened.
And I can imagine a server without BoB, Goons RA etc. It would suck. The rich and interesting history of this world would not transfer over. This server would probably lose some of it's population too.
EVE was always designed as a single shard world, and it would fall flat on it's face if anything else would happen.

As you can only be in 1 ship at a time the 60mill guy has no advantage as both could be doing the same DPS output and same tankable ability. I would not call that a HUGE advantage.

What make Eve great is its one big universe and the more players the more alive it feels. Lowering the population takes away part of what Eve is making it worse.
When the population is low you can sit in a sector never see anyone and get bored. Its far better to see people moving about.
Making a new shard will only make the game worse. It will offer no good benefits.

The game can be run as a single shard. The wonder of the pvp tournament has been partly that these are all people who I share a world with. Imagine seeing something totally awesome and realising it's from the other server and forever beyond your reach. That is something that will never happen on Eve and for good reason.
