This seems like a problem some people have had upon trying to upgrade from trial / reactivating their accounts after the initial play time.
I can't reactivate my account with Visa, Visa Electron OR Mastercard. Every card gives "not authorised" after trying the reactivation system in the EVE website.
I've tried browsing the forums for solution but the only thing I can come up with is "get gametime code", which would either require me to get paypal account, give my phone number to a 3rd party or possibly both.
why make things this difficult? One would think CCP would WANT my money.. 
Ah well, I've opened a petition on my main account (this is just a 2 week trial), but wanted to post this here in case I'm not alone, and maybe, just maybe get some official reply to the problem too (not bloody likely I guess).

I'm having the same trouble with account tranfers.. perhaps their whole billing system is roasted.

Sorta nice to see its not just me, but yea. I would think they would like to make it easier to take my money ;)
Hope it gets fixed soon, my trial expires in a few days.

I've been having this same issue, and have also opened a petition. The only response so far has been to make sure I don't have any programs running that would be blocking my IP. Still waiting for a second response.

I went through support about a month ago with this problem, their only solution; you must cancel your account. After it expires you should (theoretically, mine hasn't expired yet) be able to use a new credit card. Incredibly inconvenient but meh.

I got the same message from CCP telling me I have something blocking my IP. But thats not true because I had my friend who lives in England(I live in the US) put in my credit card info and it still didnt work. Funny thing is that I know its on CCP end because my credit card has worked for months with no problems until 2 days ago when my billing cycle went through.

Same issue here, going from trial to pay. Hopefully they will get it fixed before I need to use a skill the trial does not allow. I must admit it does not build a lot of confidence to have what I would think is a high priority issue go on for at least 3 days. Having no response to petitions or a news posting telling us that its not just character transfers that's busted is also a blow to my confidence in their system.
My guess, either their gateway is down or more likely their new "security" system is out of whack.

Have the same exact problem. My account with stable credit card subscription got deactivated, I checked why and discovered that credit card authorization has failed. Tried to reenter credit card info – same thing. Waiting for the petition answer, and meanwhile my last skill training has completed a day ago :-/

I got the same problem for reactiving one of my account and to activate a trial too...
I tried without proxy, without firewall or antivirus but nothing to do "not authorized" message occurs every time. My credit card is ok and it works perfectly on an other mmorpg so the problem comes from ccp.

I just received a response to my petition. They are saying it might be due to the new security and suggested I cease use of any anomization (my term) programs or services. I am not using any and responded as such. I am using NAT, which I guess I could avoid my rewiring past my router, bypassing my firewalls and in general leaving myself as open as a jetcan miner running AFK. Hopefully they will respond with a solution soon.

WOOT! it took a while for the first petition to be responded to (2 days) but once a GM was on it, the problem got solved very quickly. My CC went through no problem and I have a nice shiny new account!

I had the same issue, trying to get a new account of mine. Each attempt at processing was met by not authorized - very frustrating.
As a work around I just went to this site, https://shop.battleclinic.com bought a 30 day Game Time Card and activated my account that way (works out cheaper than activating an account via the other payment methods too )

Same problem, filled a petition, GM reply was, "can you explain why your billing address is from a diferent country", my answer...WTF?? and this is from same credit card i have been using for a year now on my main Anyways, bought a GTC from one of the websites posted by CCP (one of the links under your account), within an hour i was back on eve. funny thing is, i used the same credit card. Lesson: even though i will have to buy a GTC every so many months (depending on which i buy) i would rather get them and pay via paypal, than dealing with CCP, i wonder how secured they keep my personal info if they screw things up so often  |

I had the same problem but i bought an eve time card from a third party company and it worked, now i can finaly use my hauler ! lol

Aye I just had the same problem. Had a friend check my ip all is well but perfectly good card is being rejected. I submitted a petition will post if I get a reply.

I have been away for over a year, having moved since I last subscribed. I was recieving the unauthorized error, and finally had to use my old rl adress with my new credit card before payment went through. This is odd because this new Visa doesnt have my old rl adress linked to it. So basically my old adress, which is now bogus, had to be unaltered for it to accept payment. Kinda odd.

I can't reactivate my account I used to get the Not Authorised error but now there's a new one: An unexpected error has occured please try again by pressing the back button of your browser. Or something like that. I've been trying for almost a week now.

Same problem, credit card "not authorized". IP address has nothing to do with it, my credit card was in file for awhile and it just got rejected without me accessing the account. Petition was never responded, so I was forced to buy GTC from 3rd party, there is no other way as of right now.

Same here. I can't reactivate one of my accounts. The server rejects my VISA although the same card was accepted 10 days ago for another of my accounts. I think ccp does not want money anymore...

I was having the same problem, but I think I found the solution! I know that I do NOT have a static WAN IP address, and I know how to release and generate a new IP. seeing how it was an IP problem, releasing and generating it a few times it finally worked all by it's self. for those of you who don't know how to release and get a new IP, try looking in your router's manual or look online.

This means CCP billing server is blacklisting IPs or using some blacklist. Which is plainly stupid as many people use dynamic IPs.

What does IP have to do with it if you subscribe your credit card only once? And then it gets charged month-to-month without you even accessing your account. And that is how it used to work, until few days ago when all got screwed up.

Hello I got some responses from the GMs but they responded with more quetions . Their last answer was that they have done something and now i should be able to make a payment. Not true.... i still get the unknown error message.
