Of course they can move to some new place and build up like hundreds have done before. Will they still hold certain systems in Feythabolis required by their enemies for logistics is all that matters. Have you seen Lallante recently?

Any attempt and they get slaughtered, much like RISE's attempt right after the speech in the OP when a frigate and cruiser heavy gang was trashed on the P8 gate by PL and GF Blackops. Those of us on the front lines see their futile attempts and decrepit morale. They cannot repel the swarm and their slum lords will not help - they have admitted that on two occasions now in their own words and several more occasions with their total inaction. I hope they take whatever chance they can find to evacuate their possessions or at least liquidate them. There are many other 0.0 carebear corps out there for them to join, or if they prefer pvp, then there are even more opportunities for them to leave behind ridiculous POS warfare and get back to good pew pew. It cannot be fun to sit in a POS/station 22/7 unable to make any isk and be annihilated the moment you leave, while being expected to fight for an alliance that is completely unwilling to give any support. BoB is only using alliances like RISE and CORM as a speed-bump to try and stall the RSF advance. Are you going to let them use you like this? BoB has used alliances like this in the past and just let them crumble. LV even thought BoB was going to help them, and look where they are now.

Interesting fact, we've destroyed more large towers today belonging to CoRM in Feythabolis station systems than the entire BoB community have destroyed belonging to RSF in the last 3 months.
