To answer the questions so far:
1. The remaining Operations people are already busy with the day-to-day maintenance work for Tranquility and their other duties. 2. Copying the skill data is not enough to make a new mirror, a full database backup is needed for this.

The Devs don't update SiSi for the sake of you sorry lot, they update it for the sole purpose of testing the stability and functionality of the newest patch in progress. As for the mirrors - this is a part of the testing process. Mind you, the option to go on SiSi is completely optional, and the fact is, that not alot of people have the privilege to actually test new patches.
My point being, don't flame the devs for not being there to service you every second, they've got a job to do, and you're only a hindrance to them when you flame them.
Don't take SiSi for granted buddy, you're lucky CCP hasn't shut off access to the public entirely.
Pardon, if i hurt your feelings by the way, that was not the intention.

How about this for a good reason to mirror the server... I want to help test these great new upcoming changes, and it be most efficient to do so with my latest skillset 
Seriously, tho - is it THAT hard to mirror the server? And what's with the conflicting info from the devs? One guy is responsible but he's on vacation, or "everyone" else is busy and preoccupied... which is it?

To answer the question above, yes, it would be possible to make an incremental periodical update between the two databases, however it is not feasible for us.
I'm going to explain a bit how the mirroring process works and why we have to prune the database we deploy on the public test servers before.
A full backup of the Tranquility database is made periodically and stored on a server. That database is then copied onto Singularity or Multiplicity - the process takes around 7 hours.
The copied database is then pruned in order to remove starbases and the moon minerals scrambled. This is done to prevent scouting on the test server of starbase locations and moon resources.
The database is further edited with the following: * ETC accounts are edited so that they do not expire when the ETC payment runs out. * All accounts are voice enabled. * Agent memory is removed (standings and loyalty points). * S&I jobs are removed (this is done in order to prevent starbase S&I jobs from being stuck. * The market is seeded so that all market items cost 100 ISK and are in plentiful supply. At least one station per constellation is market seeded like this. * Other adjustments for our internal use.
This process takes around 4 hours, then the database is deployed on the Singularity server. Depending on possible complications with the database copying, editing or with the server starting up after the database is deployed, the whole process can take up to 2 days.

The test server is primarily for the devs and ccp to test the new patchs and the new systems that they will put into places in TQ , it is not primarily for people to go on for "Quick PVP" and if you want to test setups use "EFT" if your not happy that you dont have your current skills on the test server.
So stop whining and be patient.

Could some people stop fracking moralizing others ? We all know the purposes of doing a mirror or not.
Maybe you could open your eyes and try to see farther than your nose and understand that if people ask for a new mirror, there are some reasons for it.
@Innoculii : I don't think he drove home on Tuesday morning and instantly landed on his chair at CCP... People who leave on vacations usually come back home 2-3 days before the vacations end to take their working pace of life back.

Yeah seriously. Get a grip people. Its not like you've been asked to test the changes on sisi to give feedback because of all the unforeseen consequences. Just let the devs play their sisi game and don't bother testing. This man knows it all.

I recently traded my character on TQ. As a matter of fact I don't have my new TQ char on Sisi I still have my old one.
So I can't test fittings I could use on TQ, as the new char is Amarr and the old one Gallente. And I'd rather test out fittings where there's no risk of losing too much ISK than trying on TQ and lose it all.
No, it has nothing to do with bug reporting or such ( which is still to be proven as I might find a bug doing so ). Yes, it's still one of Sisi's purposes to allow players to find and try out setups corresponding to that player's gameplay. ( That'ts what FFA and BF are for )

Where did he promised anything ? He only said "they'll TRY" to get one last week.
And that's actually partially right, as afaik the database copy is done already. The only need now is that Deployment Dept (iirc) edits the copy as Oneiro said and puts it on Sisi.
So if you wanna rabble against someone, do it against Deployment :p
