ok let me start with this one:
A support Launcher module that is able to shoot a cargo container; like 160km in any direction. you could either use it as warp in; or supply your team with capbooster`s or ammo from distance.

A manipulative tractor beam that could be combined with your cargo container launcher... You lock the cargo container, activate the tractor, and use it to bash an enemy ship with the cargo container. The damage would be kinetic-type, and would be relative to the mass of the cargo in the container.
It'd be like a space-flail!

Remove Local? I think thats a winner. 
Ok and now a stupid module idea: - Warp Interdiction Generator Gridwide warp disruptor with a 5min cycle time for an Interdictor BS (yeah like in StarWars). Needs fuel o/c and works pretty much like the siege mode.
or how about: - The Disco Module Hi slot and activates ALL effect graphics (just the graphics) that can emanate from a ship. The ship will look like its using all kinds of smarbombs, shieldbooster, shield hardener, armor hardener, armor repairer, sensor booster etc etc (you get the idea). No real use but to annoy the hell out of anyone looking at it.

the ability to overpower the warp drive to increase ship speed in warp. to balance it out, there would have to be a chance for the ship to explode or overshoot its beacon by a very long way. dont all /sign at once now!
also, how about the ability to make ships out of substandard or scrap materials? theyd be cheap and flimsy, but theyd strike fear into anyone who might otherwise think to attack. think of it as putting a ferrari body on a lada.
to add to the realism of the game, too many sharp turns in space should cause fragile/volatile cargo to break, explode, shower the cargo hold in quafe, etc. make those janitors work for you!
ability to fire crew members of any ship just because you dont like their (randomly generated) name. they could apply for work on other peoples ships and then, if they see you again, start making their new ships weapons fire on full to smite you with their vengeance.. whether the new pilot wants them to or not :)

When walking in stations is implemented, stop working on spaceships and put all developer effort into clothes, dances and first person shooting :)

The problem is, i a can actually see this comming. Not the 1st person shooter part but the clothes + furniture will be comming for sure at some point.
Oh here is another good one: The Auto-Logoff Module! passiv module that logs you out instantly and automaticly whenever there is a pvp situation whithout that ugly aggression timer, no more getting ganked It would be the ulimate module for all the peaceloving people in EVE.

Well, SWG started out without space. Added it, then completely neglected it to this date. Just checked their forums, they've been promised another spot in a major update, for the 3rd or 4th time. Meanwhile entertainers did get new dances and new clothes/armor were indeed added, etc.
Then again, if EVE follows the same line, they'll add ground and then completely neglect it to improve space.

I used them fine by deploying them with a caracal on the gates in hi/low-sec. After that i just needed to warp to a SS and wait for someone to warp right into my minefield.  After you got the killmail, you just needed to warp back in and collect the loot. Only problem was the ammount of mines you needed to launch to pop an indy because of their low damage.

Holographic projectors!
You fit them on your hi-slots. Each projector can display 1 ship of your choosing out to any spot within 10 km. These ships wouldnt actually do anything, but they would look like they are. When you shoot them, the projector makes it look like they are taking damage. They would also simulate shooting at you, but you wouldnt actually take damage.
So basically if you see a fleet of 20 battleships, you wouldnt know if its really 20 battleships, or just 3 battleships with a bunch of projectors. Also, this would be evil in PVP because you could fit 4 guns, and 4 dummy ships. Then your enemy has to pick which dummy ship to shoot/scramble and hope its actually a ship.
Also useful for the miner who wants to look like he has a guard.

oki how about a cooldown module; basicly you project this effect on yourself or another ship; so its not overheating so strong, but the more modules you overheat, the harder it is to cool down. ... you could also reverse the effect; to overheat a specific module of the enemy ship :-)

douyble vision module. drubnk people coming in from a night out to play eve will think the moduule giving you double vision will somehow cancel ouyt the excessive amounts of alcohol!
(p.s. tpyed whilst drunk, all spelling mistakes genuine 100%age!)

Decoy Drones - they take up 0.1m^3 space, and can be renamed to anything you like. They don't actually do anything but clutter space and make people waste time/ammunition on them.

You get a special set of plates that fit onto your ship making it the same shape as a heron (only bigger). Then you can use covops cloak on any ship.
But the catch is for a battleship or cap ship, your as big as a small station

Make it possible for tractor beams to scoop in pods. That way pirates can hold other players for ransom indefinitely.

Oh, a few good ones (I like the Disco Module), but we need just one thing to complete the game.
Be able to war dec NPC corps. Once they surrender (being full of noobs), we can force them to supply 0.0 outposts with phat NPC fuels and lootz.

Let NPC's Warp Out
Just like human playeers, npc's should be allowed to warp out if they get into trouble and need to escape. From now on you have to warp scramble every npc you wanna kill.
And some will have stabs too, just for balance

belt rats do bug out if they get scared. damn annoying it is too, dunno why they dont add it to missions.

Fair enough mate its your contest but if you don't think removing local is a stupid idea you would really want to get someone who knows a bit more about the game to judge the difference between stupid and smart. You have to weigh all the pros and cons not just the stuff that suits you
