Secondly empire high sec gangs of freighters are done with heavily tanked domi's with T1 fits to keep the price down. Reason is you get most your money back after concord ganks you if you are insured, plus what was in the freighter. Concord also module jam and you cannot shoot once they turn up, however any drones you have released will continue to do their thing until you die. So lots of domi's carry lots of drones, which keep attacking for as long as you can tank. It is possible its been done lots, and your SiSi test is irrelevent as concord on SiSi is different than on TQ I believe they have buffed concords drone popping and jamming abilitys on SiSi.

And as far as Concord being buffed in Sisi - Hilabana clearly claims that people that have experienced it on TQ are either the victims of a bug or at war with the offenders. As I have yet to see a therad complaining about them being ganked in a freighter on Sisi. Anyone remotely active in #eve-online on IRC cannot be the least surprised at a post like this from Hilabana.

I am sure a better vid can be found with more then 10 seconds of effort. Of course these ganks happen. They are rarer then some people seem to tink, but they do happen. All that is needed is enogh damage being applied in a very short time. It may not be profitable for the attackers and it does require huge effort to set up and scout, but its not impossible.
