It has a weaker tank, but not a significantly weaker tank. Around 80% of what the other fleet commands have.
In exchange it does around twice the dps. 100% more dps for 20% reduced tank is not balanced.
EW gang links are not that hot, I agree there, but that is not a problem with the ship. Personally I would move the web/scram range bonus from skirmish to information, remove the sensor strength information link and give skirmish an agility or sig resolution link.
Or replace the sensor strength link with a sig resolution one.
But in either case, the real bonus of the fleet commands is their ability to run 3 warfare links at once. Their racial warfare link boost is rather small.

The Eos is a second field command ship. Its fleet command capabilities are rarely used, and in general other ships are far better in that role (Vulture for example).

Ishtard, look fine in pic. Will it have heavy drone capacity like now or get stuck with mediums and smaller?
Vagabond, very damn sexy with 6 mids. 4 lows, if CCP pulls it's head out and nerfs the nano-craze this will be quite fine otherwise the vaga is going to have problems trying to use it's speed superiority.
Damp nerf... reduce it to 30%/30%, then drop the tracking disruptor accordingly or it'll be the next uber ewar -albeit vs only turret ships, but with only damp nerf put in gankers will just run from anything will missiles that might jeopardize them. So please CCP, drop Damps and Tracking Dis to 30%/30%.
