By just doing it...get some coverage in the news section when you log in (fairly easy afaik) or hold a smaller one 1st so people see you're for real...
Right now you say i might which holds people off, if you say i do it then people will show up.
It helps to have some friends go around locals and preach the word of lottery for you.
Like i said before; you'll prolly get more than you bargained for... if it's advertised in the right channels.

Eh...
I've had several billion ISK giveaways - no ticket purchases, just wave your hand hello pretty much and write something.
Not even those have drawn an immense amount of interest.

They don't advertise themselves well, word of mouth only goes so far. People are discouraged from introducing more people to it since this would decrease their own chances of winning. You would need a news article or two to drum up interest, people advertising it in-game and a good peak time to have the drawing.

It's all about exposure, you can't depend on giveaways like nyph said because people will just enjoy the money and keep shut about it.
Wide media coverage about a big event reaches out..especially if you do it through the news section at character selection..there are alot of people who don't even visit this events forum since there's usually not much here that doesn't require a healthy wallet or big effort..Your idea needs neither.
Just don't think because you already give away alot of money people will notice you all over the place.
Go wide, go big, reach out and touch someone.
Alot of people might know you from your forum whoring etc. but like i said; alot of people don't even visit eve-o,yet they do visit the char selection page each time they log in. Get them in here through other means and interest should rise.
