No. If you are up against a ship that can out maneuver your weapon system, or one of your weapon systems is being disrupted/intercepted, your secondary system is not going to save you. You will only be dealing half damage, while your target is still using his full potential. As well split weapons means you are also dealing with split ranges, which is a terrible situation to be in as one system will always be firing from its disadvantaged range.

No you haven't. You've outlined your opinions, compared them on false assumptions, and suggested solutions to those false assumptions.
Dual weapon systems are difficult to fit, difficult to use, require more training, and fair worse than their single weapon counterparts who get dual bonuses to a single weapon. You also only seem to have a theoretical understanding of PVP (Laserthron is popular?) and single weapon ships still outshine duals in PVE. You have also completely missed the point of the teir 3 BSs, notice they all get tanking bonuses, and the Rokh is the only Caldari hybrid BS.
