ok first off, "blink reds" can be shot anywhere at any time. So, if you can bait them to a gate while they are taking sentry fire, when you have friends of course, there are many ways you can hurt them.
It isn't really all that hard and most pve players already have the necessary skills to PvP. There is no need to create OMGINHMR(OhMyGodI'mNubHearMeRoar) "bounty hunter" ships. Now the hiring of a service? They are called Mercs, and already in-game. So, go get some isk and buy some...
If you can't handle yourself individually or as a corp/alliance in low-sec don't go there. Simple as that. Don't come in here and whine about it, I don't think you need a ship like that, just some balls.
Get some friends, get some ships, the more expensive the better, and then go to low sec and play with those piwats...

I vote for the inclusion of the 'carebare sec status tanking' mod. This will be a low slot mod similar to damage control in that only one can be fitted and it has very low requirements. When activated this mod will increase all shield, armor, and hull resists by an amount inversly proportional to the security status of any other players on the same grid. For example, if one naughty pirate with sec status -1.0 is in the same grid it will boost all your resists by 10%. This resist bonus will climb as the pirate's sec status lowers giving up to a 50% resist bonus if the pirate is really really naughty and has sec status -10.0. In order to protect against blobs the resists will also stack in accordance with the number of pirates taking into account usual stacking penalty. So for example, if all these pirates are -10 then the resists will rack up like so:
1 pirate : 50% resist 2 pirates : 71.7% resist 3 pirates : 79.8% resist etc.
This of course being in addition to your base resists plus the effect of any hardners or damage controls you have also fitted.

lol good point about the kill rights... but as a carebear don't go into low sec really easy... don't run missions near low sec... etc. etc. + if you are hardcore running missions you standings should be able to take the hit once every 20 missions or so..

There are several very simple solutions to your problem.
1) You're a mission runner. You must have over 8.0 standing with some NPC corp; spend the hour of training time on Infomorph Psychology and get a jump clone. Put it in a nearby station. Need to make a run into low sec? Jump into your clone, leaving your implants safely behind. The 24 hours is a small price to pay for 1.5 billion in implants. 2) If you need to make a courier run, take a T1 frigate and fill the low slots with warp stabs. You can warp out before they even lock on to you. Need to haul something bigger? Try the Crane (or other blockade runner), or if you don't want to risk that much money or spend that much training time, fit the four lows of a Bestower with warp stabs. 3) If those recommendations fail, just turn down the mission. Or, if you really can't take the standings loss (unlikely), have a corp mate or friend do it, or contract it out.
I've been playing EVE for two months; these things aren't difficult, and they've worked for me, even with only 2 million SP. Rule of thumb is, don't take your PvE fitted Raven and 1.5 billion ISK skull where they don't belong.
Lastly, don't expect CCP to bork a relatively well balanced game simply because you are unwilling to research proper tactics for yourself. And if you <i>do</i> expect CCP to add a ridiculous god-item for your unneeded satisfaction, whatever you do, don't whine on the forums about it! Save face man!

3 Munins and a Huginn = worst low sec camp ever, and 5 times the price of the effective 2 Drake combo 
Just pointing out that if that was indeed the camp, then yes I would take my chances and jump it

Listen to the advice given on avoiding gate camps - either scout ahead in a small ship - or use a friend to scout for you <this is a multi player game after all>.\
Also - you should NEVER get podded in low-sec unless you hit a lag spike (ancient laptops FTL ).
When you see your ship in structure and there is no hope of winning the fight - find a celestial object like a stargate or a station, and start spamming the 'warp to' button on top of your overview. Even though your ship is warp-jammed, you will instantly warp once your ships pops and you're in your pod.

But we already have these kind of vessels. They have virtually every kind of electronic warfare and their guns hurt more than faction modules. As if that wasn't bad enough, they come equipped with a "call for help" button that calls all of your friends instantly to the area.
The only problem is that CONCORD doesn't like selling their ships 
Seriously though, stupid idea. Pirates/griefers would find a way to use this mega-ship, so you wind up helping them.
I was thinking of ways to counter high sec/low sec griefing though. If your sec status gets to a certain point, you should be able to dial 911 and get some CONCORD out there to help you. Makes sense to me, if your sec status is 5+ CONCORD should like you well enough to come out and save your hide from time to time!

Griefing?! Ok ignoring that misused label, for now.
The reason low sec is low sec is that there is no concord presence at all. Only the sentry guns and if you look those are faction navy objects, not concord objects. The minute concord shows up, you're in high sec.
Now for a word on concord. They are corrupt as hell. They will take a bribe from anyone to look the other way while that person shoots whomever they bribed concord to let them shoot. It's called a War Dec and it's not even all that expensive. If you think they will respond to some kind of call for help, you'd better be ready to pay, and pay through the nose. Still it'll never happen, you need players to come to your aid, not NPC.
Finally, if you would like to be able to change the sec status of a system with ISK, I'm all for that, as long as we can do it too. Im sure several billion would materialize instantly if it ment Jita went .4 for a few days.

But 28km is so far away that they can't web you or scramble you, which means that you can warp away (which is what the OP probably wanted to do) or MWD back to the gate to jump back to the system you came from, and wait for a better time to enter the system, when the gatecamp is gone.

Hard on the eyes all that, but there already is a "Bounty Hunter" vessel. It is your PVE ship fitted with a more balanced tank and ammo. It might take you a little longer to ***** through all those missions, but if anyone does engage you expecting an easy gank, you might to be able to collect their bounty :)

Well huginns web at 40Km without faction webs...and with gang mods you can get a T2 disruptor to 32km fairly easy. But we digress

They're talkiing about Huginns, therefore he could very well be webbed, and there are faction scrams, doncha know.
Still, unlikely that you'd be scrambled, but nonetheless. With 2 40-160% power bonused webs on you, you mwd at a speed of no more than 200m/s when in a vaga, let alone a megathron.
But the Megathron could not fight back except with drones, which would jet be webbed by the huginn and instapopped by the Muninn.
Nonetheless, it's unlikely a huginn and a Muninn could take out a mega while tanking sentries. However it is possible. --

Exemple: A Caldari vessel bewteen a Battleship and a Carrier who can use Stargates ans Cyno (Vortex) for his jumps? Or best then a frigate but hard like a Dread or Titan and more fast than a space shuttle? The weapons, 2, 4 to 8 with 4, 6 to 8 targets locks, of this "Bounty Hunter" vessel will be Photons cannons and each hit will be 1,000 hp or more for this "special weapon" only mounted on a "Bounty Hunter" vessel and no one other existing vessels in the game with auto webbifier and auto scrambler on each red flashing vessels? Why it don't exist this sort of vessel who can resist itself against 5 yellow and 6 red flashing pirates T2 vessel and 20 or 25 Carrier, Commandship, Dread, Titan if there are Pirates? Else, they will win everytime if no bounty hunter vessel will exist?
They are very easy to be 2, 4 or 6 "pirates" pvp players camping a stargate in low sec against a simple pve player who make only poor agents missions in low sec...
You do to give a chance to that pve player for to can release his "Right Kill" else, no way!
I want to be the first "Bounty Hunter" with this "special" ship for to hunt and to pursuit them for they are scarying and they move from one camping to another else they will be "KILLED"! Also, pve players can call the "Bounty Hunter" service if they are a "Right Kill" for to find, hunt and kill the "Pirate" who killed and podded him!
I mean this will give another face of the game when the Bounty know that there is a Bounty Hunter at their fat ass! :D

Actually Curzon, it's obvious from the first few lines what his post is about. Starbuck, you assume pvp-ers always always fly in groups, never undock in anything but a t2 vessel well fitted for pvp and are constantly prepared. You assume wrong.
And as for your suggested vessel, no, you can't have concord in low-sec, don't take missions that send you in low-sec, find better agents than those that do, and voila, problem solved.
