I congratulate you on the pure madness of your idea. This would require a complete game redesign, massive reallocation of CCPs resources and would add nadda to the game.
What you baisically want to do is turn Amarr into a gimick race. Races shoudlnt be balenced by having race specfic "powers".
Amarr need a boost but not only does this not make sense but it would add nothing to the game which would need a complete game redesign. -----------------

But other than that, some great ideas. I think an entire game aspect is missing where we could simply warm space. Perhaps a new industrial ship, a 'space duvet' which would let you put a blanket over an area of space, keeping it warm for a later time !!!

Actually one of the hardest problems to deal with in space is keeping cool. With no atmosphere to absorb heat, it is imperative to keep things like solar absorption to a minimum. The space shuttle today has to keep its bay doors open to allow enough surface area to radiate enough heat so that it doesnÆt overheat. ---
