What is the problem right now? You can drop POSes all over and only do something with them when they come under attack. Otherwise the POS is almost "free".
When someone wants to take over the system they get stuck attacking POS after POS until they have killed off enough. Pretty boring.
My thoughts, give the 0.0 systems a population, similar to the above post. Now instead of spamming POSes you need to convert or conquer the population.
A population can be most easily converted to your side via ISKs. Pay them enough every month and they will do anything you want.
An alternative is trade. Haul away the stuff they have too much of and haul in the stuff they want. This can range from a minor profit to a minor expense depending on the system.
The other option of course being conquering them. Until we have the ability to land on planets, I see land wars this way. Ships with large or capital guns can attack the surface to weaken defenses and industrials or cruiser and smaller ships can unload marines onto the planets surface. Once enough marines have been landed, they take over the planet.
Once you own a system, there is maintenance.
The simplest maintenance is paying off the population. This requires little work by the owner of the systems but is VERY expensive. This should be the sort of thing where paying off a number of good systems would break an alliance like BOB. You only want to be doing this with a couple systems at most for short term.
Additional maintenance can be equipment. If the owner is not paying for the system, they need to bring the equipment required to maintain the system. This would be soldiers, weapon equipment and possibly basic trade goods as well.
How does this make taking over systems less boring?
Part of the idea behind this system is it is very difficult to maintain. Likely you would need a good size corporation just to keep up a single system. Now taking over a system is a major thing.
Additionally it would not just be take down a POS any more. The system would be populated by NPCs based on how the owner is maintaining the system. Now a conquering force will need to contend with waves of NPC defenders trying to protect the system.
NPC defenders would only be in systems not under military control of the owner however. If the owner has the system under military control instead of friendly control, the defenders might actually have NPCs fighting for them when they try to take over the system.
This idea isn't fully thought out but I thought I'd throw it out there as an idea for making 0.0 wars more interesting because its more work to maintain the system as opposed to more work to conquer it.
