I like the idea of only one pos per system as mentioned before, taking over a system would require the destruction of one pos only, while putting up your own. It makes sov a lot more dynamic. Maybe a max number of pos' for each corporation as well?The more members the more pos' you can put up?(to prevent spamming)
Systems that contain an outpost can put up 5 POS', but you can only put up one outpost for every (5 or maybe) 10 systems you have sov in. When alliance has sov in 10 systems it means you can put up 2 outposts in 2 of those 10 systems. This means your alliance has: 2 systems with 5 pos's and 1 outpost in every system 18 other systems with 1 pos giving a total of 28 pos' and 2 outposts.
You can use other numbers if you feel it is unbalanced. Also losing a pos in a system without an outpost will result in losing sov in that system. Also you can't attack POS' in a system with an outpost as long as the surrounding systems have pos's in it. This way attacking an alliance is more interesting meaning it still takes a while to conquer key-systemsbut it's easier to conquer space at the borders of an alliance. An outpost cannot be destroyed, unless you have lost enough sov. For example: -10 POS' gives you sov in 10 systems. For every 10 systems you can have an outpost. But when you lose sov in 1 system, you won't be able to sustain your outpost anymore, so the outpost will become vulnerable for attack for as long as you don't meet the requirments. If you hold sov over a system no-one else can put up a pos there or an outpost. As long as you have a POS' in a system, the system is under your control.
Maybe if you want to cluster alliances more you could always allow the systems around the system with an outpost to contain more than 1, let's say 2 or 3 POS'. Warfare will always start in the system with the least POS' at the border of your sov, as it should. By picking off the POS' at the borders of an alliance sov, you will also make the alliance more vulnerable at it's central systems(containing the outposts).
Anyway maybe this idea really sucks, but this is what i came up with..
