Secondary sex characteristics are gender specific
There are only 2 gender options
Hairstyles are gender specific
Makeup is gender specific

All Bethesda games reference herms in the lore. Some of the Deadric princes are female in appearance and molag ball specifically (the prince of ****) is mentioned in the books as having raped vivec with many different forms of genitalia.
