A very good and very simple idea! In 2+ years of playing, I never thought of that. 
I have 3 containers that contain nothing but singleton items of crap, whenever I fly with valuable loot I stick those 3 cans and the scanner is such a mess they have a hard time finding the good stuff.
This buys you enough time to warp out, and cluttered cans arent a hassle in the ships cargo.
Killed a guy yesterday who did just that. Hundreds of crap items and 5x Kaikka's modified cruise launchers. All the launchers blew up. 
Doesn't really matter that much about the extra items. If someone knows what they're doing, you've been scanned 5 jumps ago anyway.

Is it possible to be cargo scanned, locked down and popped before you can warp away or to a "warp to 0"? I don't think you can, but I'd like to know just the same. :)
Most of them have a scout in a system, scanning you, and the ganking group at the exit gate, so they have the time you will spend aligning and entering warp to kill you.
I have seen plenty of other ships wrecks beside industrials with swarms of Concord ship, leftover from suicide attacks, lightly protected ships are the primary target, but not the only one.
Any ships with a cargo worth more than the isk the attacker will lose are a valid target.

it's odd, but this has *never* happened to me... last time I was targetted by another player in high-sec was something like two-three months ago, and I wasn't scanned. and I take trips to Jita weekly to sell crap at over-price.
now I'm starting to feel left out...

1: do NOT carry valuable goods in a flimsy hauler, if u do need to haul more then a combat ship can carry, skill for a transport atleast.
2: use a scout to scan the path ahead for ganksquads, if there are several bs hanging outside a gate doing nothing or scanning other ships u know something is up.
3: do NOT use AP when hauling valuable goods, thats just asking to get Suicide ganked.
4: if ur a freighterpilot who transports valuable cargo on a regular basis, try to avoid flying the same route over and over again or at the same time each time, they will find out ur route and time and WILL be waiting for u.
4: cargosize is good but agility is better, the faster u manage to warp from a gate the better.
5: try to avoid the lower hi sec systems (0.5, 0.6) cuz it does take concord some time to drop their donuts and come to ur aid in those systems afaik.
6: do NOT haul what u cannot afford to lose, or haul it in multiple trips if at all possible (aka do NOT stuff all ur valuable bpo's into 1 ship.)
7: pray that this is not ur time to die.
NOTE: I do not take any responsibility if ur ship still gets popped and u lose gazzilions of isk in the process, transporting valuable goods is solely ur own responsibility. CCP, let us pay the online shop with Direct Debit!!! Magners is now recruiting, evemail me or Dagazbo ingame.

i can't believe the ppl who want to find a developer 'solution' to this 'problem'. This game is not an investment or city building sim. Grow some and find counter measures urself. this game is good because players have to solve their own problems. Secure containers and high sec is carebear enuff (prolly too much)-if they made the universe ne safer /yawn. If at first you don't succeed....don't try skydiving. |

Probably you have got the the smart one that use passive targeters. Don't fear you where scanend.

Yes, they can see your cargo.
The ONLY method to avoid being cargo scanned is to fly a ship that gets into warp VERY fast, and use warp to 0 and jump immediately when reaching gates.

Repackaging an array is hardly an onerous requirement.
If CCP just changed it so that insurance payments weren't made for a CONCORDOKKEN, then most of the issue would be solved.

Cool. I have another question then, probably a dumb one: How fast does the scanning process take, total?
I know it varries from ship to ship but I'm currious to know exactly how quickly someone can scan you, look through your loot, decide you're worth the trouble and then lock you down. I mean...if you're going into a "warp to zero" and then you activate the gate, in theory they wouldn't have much time. Especially since you come out cloaked on the other end, and don't uncloak until you are immediately aligning to your next jump.
If you're in a freighter or something that moves a mile a minute, I can see how easy it would be, but like in something like a Badger?

Pilgrim with all cargo rigs, expanders and covert ops cloaking device. when entering system, select warp target and push warp, immediately after that pushing cloaking device. this way you will only blink for a moment on campers' overview and they won't ever be able to lock and scan you .. they can attempt to gank you on the other side with smartbombs anyway though ...

I agree and support this statement
I have not been able to pop a hauler who is active at the controls and warps to zero so I feel if you do get ganked then you were afk flying and you should have your cargo taken.
