Gives the appearance of a revolutionary/activist without being a hipster. Somebody who it out for results. Close group of associates and distrusts outsiders.
Character structure: very well done. Camera position, lighting and makeup create a strong image without resulting in trying to just bring in fanservice. A bit more work with positioning possibly to accentuate an attitude and the facial expression would get it a 10, instead I rate it an:

Hum... ugly but charismatic, although it looks a bit overworked. Goggles... dunno wether they are better than bare eyes or sunglasses. Background and framing are a score. So, let's say 7/10, +1 for background and frame it's 8/10.

I like the look and the style. I normally don't like the goggles, but you've pulled it off well. However the lighting reflection on your left eye makes you look kind of goofy and ruins the overall effect and so I'm going to have to knock 2 or 3 points off you and give you just 6/10.
Re-take the photo and adjust the lighting/body position slightly to remove the reflection!!
