Missing your OEM Recovery Disk?
If you are lucky to have a DELL computer with warranty, you can call the manufacturer for online support. They will send you the disk if your box is still under warranty. This is why you bought that warranty!
Most likely, most of your OEM machines will have similar warranties so you can get something to reboot them in case of this type of catastropic failure.
Your computer's warranty should get you a boot disk needed to accomplish the "Microsoft recommended" restoration of your Operating System. I think there is some hope. (People who had a boot disk are back up and running Eve again, already.)
Unfortunately, the boot disk will probably take 1-3 days through snail mail to arrive at your doorstep from your computer warranty service. And, this means you will not be back online for a few days.
Presumably, a repair shop can accomplish the same result with their usual charges and possibly the same "turnaround" depending on their current backlog.
No one should download that premium package, unless they have a boot disk handy. I didn't know about this when I rebooted, so my comp is now down until the package from DELL arrives in a few days.
p.s. - If your computer is "out of warranty" and you are not a techno wizard, I suspect you might be up a creek without a paddle. CCP can't help reboot your OS. This is precisely why Eve/CCP have that long page of DISCLAIMERS you click to "ACCEPT" before downloading their new content releases. [And, no. I'm not a programmer, nor do I have the talent or desire to modify any code that says "root", "operating system" or "ini."]
p.p.s. - My own error message mentioned a missing file "HAL.INI", which reminded me of the HAL 5000 in the movie "2001, A SPACE ODESSY". Without a warranty, I'd be floating upside down in space trying to repair technology I don't understand.]

Goodbye data. None of the repair options work.
Final step before tossing the box away - take the box to the shop for a professional reformat and reinstall.
/me none to happy about this expense, particularly while someone is charging me to play a game ... but, misery loves company, right?
