It's obvious that level 4 mining missions are balanced with good skilled barge pilots in mind. For those who want to mine in lesser ships i'm sure level 2 or 3 would be slightly better.
However why anyone in their right mind would do those over hauling missions ... dunno, perhaps they indeed dynamically balance over time.

I'm sure they not only balance over time, but perhaps if the mining missions keep you in the same system or adjacent systems, that might be more preferrable to a miner than courier agents that sometimes sends you with big loads through low sec, or something.
Sorry to break it, but if you sit 4h in space then someone WILL probe you out, mine 1 unit of that shiny mineral and ransom it for you. Or you will have to take stadings hit.
Besides, there is slight difference in moving up to max 7000 m3 few jumps in blocade runner or mining 20 bloks of ice or 40 000 m3 ore. It's all about isk/h. I'm sure some people will be doing them, propably the same people who think that minerals they themselves mine are free.

So did I. Probing out missionrunner is not easy, but it's not exactly like too hard either. If scanner is competent then he will get into your mission in first 30 or so minutes, possibly less if you are using drones also. Granted 'competent' means that he has system in question reasonably covered with probing bookmarks and is using proper exploration probes to nail you. Assuming it's deadspace at all, if not then you will be found in less than 2 minutes. After that it's just question of getting mining frigate with one miner, fly out there and sit 60 seconds near that asteroid to get that one needed unit of stuff what you will be missing to turn that mission in.
Altho I'm yelling 'the end of world' a bit too soon as I have not tested that part of missions myself (and don't plan to either). Main reason why I'm ranting is, that mining missions are not worth doing as it stands currently, hell even mining regular ice in hi sec in expanded Hulk (needing attention once every 30 minutes) generates you stellar profit compared to THAT kind of missions.
