I'm not talking about monetary inflation here, but feature inflation. Generally you want to keep players abilities at the same level through the games existence for the same player 'age'.
Since you're constantly adding new stuff to the game and new options to do stuff, if something is added that makes something else too good (like what salvage and rigs have done to L4 missions), you need to reduce that again somehow.
Thus 'nerfs'!
They're a necessary part of any evolving MMO, and something to encourage for the good of the game. Otherwise you'll end up with a game that's not enjoyable anymore because its too easy.
L4 missions are so much more profitable today than they were 1-2 years ago (apart from a few that was farmable then). They're even better overall than 0.0 ratting or other activities, which is clearly not as intended.
As for the 'nerfs' in the last patch, as far as I can see all of them are for the good of the game. "Torps were adjusted to be in line with the other short-range weapons." "Some uber-ships were reduced in capabilities." "Mineral compression was reduced." "Carrier hauler ability was reduced." Apart from the first one, all of these were consequences of game changes having made some activities too easy. They might inconvenience individual players, but in a game balance perspective, they make a LOT of sense.
Will these nerfs get the desired consequences though? Will miners now actually be encouraged to mine in 0.0? Will it become a worthwhile profession in 0.0? It seems to me CCP is just messing around with the mechanics of the game when really the problem is not one of mechanics but of human behaviour.
Is someone who is willing to mine for hours and hours on end really the type of person willing to risk it in 0.0? Same goes for pve players. Will reducing their profit margins really drive them into 0.0? I don't think so. Just recently I read that only 9% of the Eve community lives for any amount of time in 0.0. I doubt nerfs are going to change that.
