I assume this is the forum for discussing LP store problems. The store I'm refering to was at the SoE station at Gicodel.
The first I suspect is a problem with generic LP stores. I was buying sisters scanning probe launchers at the Sisters of Eve (SoE) LP store. TWice I bought two at a time (having a fair amount of LP at the store). The first time, the two purchases (one after the other) went without a hitch, the second time, I ended up with one launcher missing and the LP store showing I had enough LP (14.4k needed) for the purchase. However, attempting to buy the launcher ended up with the message that I didn't have enough LP. So I redocked at the station and found out that my LP dropped to the expected value for two purchases, my wallet showed two purchases, but I only had one launcher. I would have petitioned that, except I can't petition at the moment (bug reported in this thread). I will petition when I can, but it looks to me like there are problems with the LP store in addition to updating problems which have already been reported.
Second, the sisters recon probe launcher appears to have the wrong stats. The launcher, unlike the corresponding scan probe launcher, is almost identical (as reported in its info window) except it has 210 cpu instead of 220 cpu. I imagine the faction gear has (or should have) -25% scanning duration just like its scan probe launcher counterpart.

Petition it. I had this happen two days ago at a Republic Security Services LP store when I was getting some ammo. They never answered my petition, but they did deposit the missing ammo in my hangar.

tbh, -25% duration on the recon probe would probably be imbalanced. It would reduce the minimum theoretical time to about sixteen and a half seconds.
As it is, the stats are the same as the were on singularity with just the minor cpu reduction.

This happened to me as well. Sisters took my isk, lp's and basic launcher and didn't give me the faction launcher. Second purchase went thru ok though.

On the Recon Probe Launcher question, I agree with Janus Ovellian. Sure, it's not very impressive, but that matches up with virtually all the newly introduced splinter faction gear.
OTOH, the Scan Probe Launcher is arguably way too good for the price, so you might try petitioning that. :P

I agree that even faster scans with a recon launcher would be overpowered but the current cpu reduction is just WAY too small. 5% when the difference between faction and t1 is normally 20-50%
Change cpu usage to 180 and it will actually be worth getting.

I had the same problem of the OP, brought 3 Sister scan probe launchers, got 2.
Petitioned and got it delivered very fast.
