It would be indeed good to know if removal Nexsus chip buy orders was intentional or just unintended side effect of tweaking things.
I'm fine with either way (as I rarely used nexsus buy orders anyway), but same time a bit concenrned about additional 'cheap' LP starting to enter the market (from missionrunners who are not patient enough and just dump their LP on market at 500 or under isk/LP). It might also increase problems of overpopulation in combat corporation agent clusters (like Motsu) when reason to run agents with non-combat corps dimishises (if you remove LP 'saefty net' then you can and will get better rewards in location with multiple agent's letting you pick most profitable missions bounties wise, like aiming for worlds collide over and over again).

As far as attribute implants go their LP/isk relation is so crap bcos storylines drop them up to +4. If you can get +4 for 15 mil you are indeed hard pressed to find buyer for +5 one for 120 mil.

Take a look at CNR attrition rate. I find it very hard to believe, that most of them are lost in deep 0.0 or in PvP gangs as you seem to hint.
Level 4 missions are low risk if you have good equipment, skills and very good understadning what you are doing. They are not 'risk free' as some people love to claim. What most people do not consider however when they are cursing 'damn carebears running risk free missions' is cost of the equipment on line. What you need to do is to normalize Equipment cost against loss propability and it all is not looking so shiny anymore, but meh, for some people grass is always greener on the other side.
I'm not claiming with that that people are losing faction fitted CNR's left and right, but that if you lose one it will set you back approx same as losing 15 T2 fitted ravens. (assuming you lose 200 mil each time you go pop in one). And people DO lose ships in level 4 missions. Even experienced people with good equipment. Might not happen to you every time you undock, but I have my replacement hardware waiting in station that day when I go down blazing in my faction fitted CNR. Have been damn close few times regardless of knowing those missions eyes closed and been running them over the year. A little lagspike, one stray missile running toward something it's not supposed to and you are easily taking more damage than your XL booster can soak up and trying desperately kill off all scramblers before you go pop.

Looking at figure 6 for Faction ships shows similar trends for the Raven Navy Issue. The Raven has been a popular vessel in all kinds of EVE warfare, both PvP and for mission running and shows how versatile the platform is. Despite being popular on the front lines the loss ratio is just about 60% from January 2007 through August 2007. Supply of the Raven Navy Issue increased steadily until July 2007 when supply reduced sharply from 45 units per day down to 5 units due to changes in the loyalty point system. Since supply has stabilized at around 5 units per day and with stable demand we should expect prices to continue to be in the 600 û 800 million ISK range in the coming weeks.
As far as mileage goes those stats are for one year. You obviously have opinion that missions are too easy. My opinion is that if you make them hard enough to be challenge to me then it's going to be murder for those beginning them and for non CNR or Dominix pilots. So our opinions kinda negate each other and all thats left is some numbers between us. Guess we just have to agree to disagree.
Perhaps you are just better skilled than me or skipping the harder missions or dunno. There is many variables. There is always option for you to go and give a try for level 5 missions if you are looking for challenge. I do them for isk to fund my 'fun' activities and considering that I'm usually putting approx 4 bil on line when I do them (2x CNR's with faction/T2 fits) I'm not considering risk to be too low for me. It is worth taking however for me as rewards are high enough to justify risking 4 billion investment and risk is low enough to give me reasonable survival propablity considering the investment.

About hi sec missionrunning vs. 0.0 belt ratting dangers.
In my personal experience hi sec mission running has bigger loss rate. I started out as alliance soldier in pvp active alliance and lost 1 raven in NPC hunting by pure unluck jumping into wrong bookmark when hostiles entered the system and ending up in exactly the same spot where their scout had jumped. I was 1 year in that alliance. In PvP ops I used Scorpion or smaller ships (mostly smaller ships and I did lose many of them over the year, but this story is about PvE encounters). Approx 6 months of that time we were in active war.
I lost 3 ravens (and one scorpion plus some battlecruisers, but we are talking about ravens currently) to hi sec missions during next year of mission running in hi sec. Just part of the butchers bill for learning the ropes. Yes, I did read up before jumping in and I was not total n00b.
If you are vigilant 0.0 belt hunting is less dangerous than missions. Align to safespot, fit cloak, keep always one eye on local chat and take note of chatter in local intel channels and you are safe. 0.0 belt NPC's do not pose any threat whatever to you even if you are able barely float around in your Raven hull and are barely able to fit your weapon systems. Same qualifications will get you killed faster than you can say WTF in most level 4 missions. It's even safer after the last patch as now you can use carrier to move your battleship thus eliminating one of the major dangers to battleships in 0.0 - travel thru pipe. Ofcource there is other dangers in 0.0, but one must be stupid when he uses his PvE fitted ship for PvP, or takes his ratting ship out for pvp (well stupid or desperate, it does happen in last stand situations in do or die style, but those are not that common). There is some other ships in caldary lineup that are more effective in fleet warfare than Raven , like, uh, Scorpion and Rokh. Raven is reasonaly good for PvP also, it just takes specific tackiks and that kind of pvp is usually not your regular 100 man blob.
