It's all ships attacking a pos according to GM Nova. and then Grimmi is talking about pos warfare as a whole which could mean anything really. My guess is they are playing catch up trying to figure it out themselves what should be doable and not doable.
We don't know if planting pos is allowed. Hiding from an attacking force inside pos ff?. Jumping in capitals to a system that should be cynojammed etc.
CCP should make a long list but they are probably reluctant due to their own incompetence and fear of loopholes so they throw out blanket statements that only confuse us.
