AND if you are at war u cant insure your ship... this nerf ive asked for like for 4 years now.. OMFG I am the widowmaker stay tuned.

And now that I understand what you're trying to say, no. That idea stinks. You've never flown outside of Lonetrek, have you? Getting less insurance payout for going to where the majority of the EVE universe is? Very silly. And I don't insure my ships anymore. Giving you the benefit of the doubt for a moment, i can see what you're saying, but it's pretty hardcore, and however you may feel about strict game mechanics, they have to take a backseat to simple fun at some point. Zero sec isn't THAT profitable that i could repeatedly throw a BS into battle without insurance to back me up. Also consider (which i'm sure you're aware of, given your ticker) that most pvp pilots fitting setups cost as much, if not more than the base price of the ship they're bolted to, and are uninsurable. That's quite enough loss for me thanks.

Suze'Rain Caldari Atrocitas	Posted - 2007.12.26 15:40:00 - [19] now, if you'd suggested the other way around, that the deeper into low sec you get the more payout you receive, that'd be fantastic. it would promote players from the empire safety into lowsec and into 0.0, and give them reward for their risk. which is what risk vs reward game design is actually about. I'm sure you've read the term, but have clearly not understood it. That way, you promote conflict and war, not dissuade players from actually participating in the game.

Effectively it will give a effect in declaring a war even against a 0.0 alliance, denying insurance payout in exchange of the war declaration cost.

Cruiser/BC gangs happen alot anyway, particularly in low-sec and it's not as if BS gangs are something people are currently complaining about, unless you're talking about Fleet BS blobs, which will happen anyway whatever the insurance situation. I find the whole notion a bit pointless for a game which is meant to be fun. It will only serve to discourage adventurous newer players for whom new ships are a sizeable investment, and widen the gap between them, and the guys who fly around in HACs and CS for whom insurance is a much less significant factor. Willingness to challenge the fear factor inherent in going out of high-sec is something to encourage, not stamp on. I dont even want to think about the explosion in low-sec gatecamp gank whines. To summarise, OP = Bad idea IMO (edit for clarity)
