I've heard a few diferent explanations of this:
1.) there is no rank, its just the time modifier for how long it takes to train the skill
2.) it has no effect on how long it takes to train the skill, but rather reflects how difficult the skill is to learn. (rank 1 skills should be trained first, etc)
which is it?

ok so how does that work exactly? what is the "time modifier" modifying? i guess what im asking is this, whats the base figure that i'm multiplying by 5, for example

Rank 1 Level 1 = 250 SP Rank 2 Level 1 = 500 SP Rank 3 Level 1 = 750 SP etc...
The rank increases the number of SP needed to reach each level. Therefore it will take you X times longer to train a rank X skill compared to a rank 1 skill.

so it's both A and B.
because nearly all advanced skills are higher rank as well.

every skill has 2 attributes
first one counts double , second one counts normal
rank is 1 till 5 from 0 to 1 it s roughly 30 mins not taking attributes into account 1 to 2 its 1 hour 4 to 5 8 days etc
level skill is level 1 to 12 so multiply rank with level
level 2 skill is 2*30 mins hence an hour level 4 skill is 4*30 mins
the higher attributes the lower the rank times get
for the correct numbers and formula search older chats
need to know about this is , you lower the time neded to train with learning skills and implants .

Skills train at a rate of (Primary attribute + (1/2 secondary attribute)) per minute.
Skill RANKS are the multipliers which determine how many SP will be needed for each level.
A Rank 1 skill is a basic skill that should train up fairly quick. A Rank 16 skill is a VERY complex skill that will take 16 times as long to train per level as a Rank 1 skill.
Level 1 is the most basic understanding of a skill, and takes little time. For complete mastery of the subject (level 5) you'll be spending more and more time training.
So the complete answer to the OP's question is.... Rank is a time modifier, reflecting how difficult (or just merely time consuming (like a lot of *stuff* to memorize)) the skill is to learn.
As for which to train first, some of the more complex skills require a certain ammount of training of the simpler skills to be done first. (like knowing how to use a small turret before trying to learn how to use a medium turret) It is completely possible to train up numerous Rank 5 skills without having many Rank 1 skills trained beforehand. _______________________________

Think of Rank as the overall complexity of the skill. Mathmatically it is a flat multiplier to the number of skill points you need to skill up a level.
Rank is a fixed number, it never changes. Mechanic is a Rank 1 skill. It's an easy class, you can sleep thru it and still make an A. Basically you need little training to learn it. Starting off with lvl 0, you need only 250 points to get to Level 1. However to get to lvl2 it takes twice as many points as it did to get to lvl1. lvl3 takes twice as long as lvl2, and so on.
Now Capital Remote Armor Repair Systems is a Rank 10. A very difficult course. You need 2500 points just to get level 1.
If it took you 5 days to skill Mechanic from lvl4 to lvl5, it would take you 50 days to train Capital from lvl4 to lvl5.
LEVEL is the number of times you have skilled up - 0, 1, 2, 3, 4, then 5.
Here's how training would go: Mechanic I (Rank 1) Mechanic II (Rank 1) Mechanic III (Rank 1) Mechanic IV (Rank 1) Mechanic V (Rank 1) .. then you can't train mechanic any further.
Some career paths will give you an automatic Level 5... best to pick a career path that will give you some V's in skills you will be needing.

A rank 1 skill always needs the same amount of skill points to advance to the next level (which increases exponentially each level). Rank (which in the skill info is named skill time multiplier) is a multiplier on this SP to level. So if a rank 1 skill needs 250SP to advance to level 2, a rank 5 skill needs 5* 250 = 1250SP to advance to level 2.
As to how long that takes to amass, that depends on your attributes. You gain skill points at a certain rate per minute, which is determined by the primary and secondary attribute for that skill. The primary attribute contributes more skill points than the secondary attribute. Then just divide the number of skill points needed to level by the number of skill points gained in a minute and you get how many minutes it will take to level that skill.
