Your logic is very flawed and your criticis has no merit. Just thought I would give you some constructive feedback so you can work harder on any whines that follow.
1. Minmatar do most DPS on armour. Pilots that have the capacity to do damage that their opponent has low resists to do mroe damage. Being Minmatar doesn't give me zomg armour pwning skills. Having a good setup does. Explosive and Kinetic are both naturally very low on armour, unless you are a T2 Amarr ship which often has Thermal as its lowest. So any ship capable of doing kinetic/explosive with a dash of thermal will do good damage on armour. So this includes... oh... every ship that can fit projectile turrets, hybrid turrets, launchers or drones. Which is every ship in EVE bar shuttles, frieghters and some industrials. The ships that get bonuses in these areas are stronger. Also you should note that ships capable of massive damage can really shred through armour on merit of DPS alone. THis includes such ships as Zealot, and most Mega-Pulse fitted Amarr BS.
2. Minmatar only turret ships that can focus 100% of cap on tank Any ship can focus 100% of cap on tank. Ships fitted with projectiles, missiles and drones can do so and still be able to dish out damage. This is foten untrue in practice however, as most ships need some form of tackling or EWAR to keep an enemy in combat as well as a MWD often being standard kit for many ships which takes a sizable chunk out of the available cap. I would point that I have Mallers, Arbitrators and Sacrileges where 100% cap is for tanking. My friends have Ravens, Dominixes, Myrmidons and Vexors that are likewise 100% cap tanking, the advantage being these races often have bigger capacitors than Minmatar.
3.Minmatar also fastest ships in eve + lowest sig, meaning more missed shots and harder to track. First off, the Crusader is the fastest non faction ship in EVE to my knoweledge. If you include faction ships it is possible that the Firetail is faster, I really don't know. On average, Minmatar ships are faster than the average ships of toher races, this is due to Minmatar being a race designed around fast ships who use guerilla tactics. Minmatar ships used to get a 5% velocity bonus per level, but that was removed as they were just too fast. Although Minmatar ships are very fast, projectile weapons have comparably poor tracking compared to say blasters. This means that fast ships have a low DPS and due to the need for numerous hull upgrades to be able to speed tank they also have a light tank at the most. So what you have is a very fast ship that has low DPS, relies on close range weaponry and is not capable of standing up to any form of decent firepower. Like all tactics, when used correctly against the right opponent this is devastating. Like all tactics, there are weaknesses that can be exploited to destroy it. Neutralizers, webbers and just being faster are 3 options.
I'm sure you meant to argue that Projectiles were unbalanced, rather than Minmatar, but it's come out looking trollish and poorly thought through. Please think harder about what the problem is and why you think it is a problem. Please also look at acquiring solid proof that takes into account the factors seen when playing the game.
