So, I spent hours upon hours preparing, and now I can find with reasonable success rate any valid target running his mission within 2 minutes (deadspace or not).
Happy times (tm cartiff), but to my dismay, nobody fits smartbombs no more and above all people don't mind me stealing from their cans.
I am an unhappy plunderer meters away from the spoils yet I cannot reach them.
Any ideas?
Oh, and if you're hunting wartargets in motsu drop me a convo if you want me to find someone really quick. I get dibs on half the loot!

Yeah, unfortunately in my experience, 90% of folks don't do anything, (or actually run) when you steal from them.
5% try to steal back, (and usually fail horribly). 5% try to fight (and/or get others), which is amusing
I've noticed on the forums which is quite interesting, 90% "say" they would wtfpwn you in a second... heh.

Some mission runners don't even bother looting, just collect the bounties and turn in the missions as fast as possible.
They may not have even been planning to loot anyway, let alone giving someone a chance to blow up their expensive ship.

Some pointers:
1. ISK farmers shoot back more often than legitimate players but have crap fitting. 2. Loot the tags from large wrecks, always! 90% of the time you will be shot at! If not - easy 20 mil. 3. Drop couple of tags from #2 in a can and see if mission runner grabs it. 4. If mission runner docks - camp the station. They will usually undock 1-2 minutes before timer runs out. 5. Widen your hunt zone - try Aramachi/Isenarios/Oichia/Saila. 6. Overload mission by shooting all the triggers. After the Raven/CNR goes poof come back in a drake and grab his wreck.
I use the above tactics on ISK farmers and it works if you are patient/persistent enough.
*Posting with an alt since main is on 2 weeks vacation from forums...

You can't imagine how deep my sympathy for your plight runs. Here you got all rigged up to go play rat on high sec mission runners and they won't do what you want them to. What's wrong with them?
So you're all rigged up and no place to go? Try low sec mission runners. There you can shoot at them to your hearts content whether they fall for a can flip, etc. or not. You'll take a sec hit, but you won't have to worry about Concord unless you go near sentry guns while the counter is still running. Also, a low sec mission runner might be more inclined to take you up on your challenge to their loot. You might occasionally run into another rat who'll shoot at you, but hey, you're a big tough guy. You can handle it.
If you're worried about sec hits or running into other rats, grow a pair or switch to a career you're better suited to.

Killed all the missionrunenrs I could lay my hands on in lowsec. It's... meh. They never carry serious loot.
Under the olde system of probing there were craploads of cnr's running missions in lowsec, which I was more than happy to plunder. But then they decided to make probing ******monkey-friendly, and I'm forced to hit hisec runners for some serious loot.

Ok funny thing happened... we went out on a roam, found a pirate gatecamp... pirated them , found a neutral megathron... yarrr. We're headed back home and our scout finds a bestower, we're warping to the other side of the gate, the hauler just sits there looking at our scout... we get in position and our scout fires on the hauler, bam, he jumps knowing the scout cant follow.... oh crap, scout had friends *POP* aah, must be some valuable loot seeing as how this hauler used his brain to try and out-wit us... some Expanded Cargohold Is, wtf?

Spotted the problem there.
Off course they have good "loot", most BCs in low sec doing missions are rigged in my experience. Thats a 30-60mill ransom right there then add cost for mods and insurance.
If you find a BS (wich isnt that rare) they are also often rigged. 3 ccc riggs, and T2 fittings gives nice ransoms.
Popping mish runners means you can be left with the ****tiest loot for maybe 10mill when the ship and fittings was worth 100mill.
This is also true for a CNR, what if the booster and shield amp gets destroyed, then you get nothing when you could have ransomed him for 2+ bill isk.

If its only kill mails you want BCs in low sec should be enough. But theres a reason you aint satisifed with a BC kill, its to easy, to common. Finding and killing a CNR wouldn't be something spectacular if you could do it once or twice a day. Beeing so rare to find and kill is what makes it the holy grail of mission gankin (and the isk you can gain from it off course )

I.E. steal the damsel when they blow up the Pleasure Gardens in "Damsel in Distress" or militants in "unauthorised military presence."
If you can, then steal it, then they have a choice, attack you or fail the mission 
OFC, some mission items can be bought off the market, but not all of them.

Or if they don't shoot - just contract them damsel for 100 mil... Sometimes it works. Some runners are rather pay you the dough than take a standing hit.

interesting idea. Can someone tell me what those missions are and what I'm looking to loot? Also, how to spot the mission would be nice since I have no idea what they are.
I just stole AND salvaged many peoples cans, no reaction apart from warping out/brining in their alt to scoop as much loot as he can.

I doubt that too. But if it is - I would really love to hear CCP's reasoning for that. Because it is not nice to bust mission and ransom "Damsel in Distress"? Proof or STFU.

what abount remote repairing NPC's?
If lucky enough, try to repair a scrambling frig. Anyway, doing this will drop down the incomes of the mission runner, propose to stop against isks.
I am not sure about the following things - does trigger the concordken ? - makes you criminal flagged ?
Maybe enough upsetting for the carebear open fire.
Try the lofty scam too.

Pretty sure repping pirate NPCs is considered a criminal act and results in the usual Concord hug & tickle.

My strong point always was finding people wherever they might hide, and I'm trying to emphasize on this one. Also apply endless patience.
And success you can have!
I've noticed that real people try to ignore you, mostly. But people's patience has limits, and as such I applied lots and lots of stalking. Wherever the phat cnr's would go I would be there scooping all their loot with endless dilligence. And it worked! 
Farmers will ignore you unless you start hurting their wallet. The best way to do that is ofc as mentioned before stealing those precious tags. Also cleaning all the salvages with a destroyer seems to **** em right off, but they usually warp off the missionspot as soon as you warp out. I found that leaving the system encourages them to go back to the mission (since they are on the clock). But if you mess with them for a good while, you will notice an entire group of characters avoiding you any way possible, including docking till you leave the sol (hey, I made it to the farmers coffee break chat --avoid at all costs).
Oh, and I did notice a LOT of farmer cnr's with damn gist loot on them. Where is the world coming to?
On a final note, if you don't get loads of hatemails in chinese, you're a carebear :P Can someone translate those for me? It's the classic codepage blocks of nothingness.
