If you have a +8.0 standing with an NPC corp you should be able to bribe station managers to eject docked ships. The dialog would go something like this with the an agent in the station. You: "I need a favor one that I am willing to pay a million isk for". Agent: "Your faction with our corporation is excellent so I am willing to eject the player to these coordinates it will take 15 minutes." Note: This could be offline and online players and at max faction they would eject them to wherever you need them to be.  This would make faction very important and it would make pvp work. As it is now people just sit in stations and talk trash.

Problem is getting 8.0 standing is easy and every corp will have handfuls of people that have it. What about people who are afk? Logging off?
Ejecting neutrals and reds from a 0.0 stations you control, this i would vote for.
(not NPC, obv)

What if the guy your trying to eject out has a 10.0 standing?
would that mean the station manager just take your bribe and not shoo him out?
I would rather see an access deny function or using your own standings to lower his standings or whatever theres hundreds of way to go about this station game but i dont think a simple payout will do. Even if they do eject, whats to stop them from redocking? congradulations you just lost isk.
Offline players being forced to undocked? hell no. if i cant kill them offline in space i shouldnt be allowed to kill them in stations offline.
