Being someone who can actually program if I were made 'dev for a day'.
I'd boost my Myrm's drone bandwidth and boost all the other BC's to be puka pocket battleships. Then I'd start fixing all the irksome bugs like:
Why doesn't Wine display Gallente stations in premium? Login queue... WTF? No Interbus? Lol
And so on.
Being code capable I would also make sure I consumed all of CCP's coffee before departing, it wouldn't be right not too.

1. Reduce laser cap use by 30%, turn every Amarr Capacitor Use bonus into a damage, optimal range, or tracking bonus
2. Double the build cost of all capital ships
3. Give assault ships the following: -Proper T2 resistances -Penalty: -50% signature resolution for weapons -Role Bonus: 100% Bonus to weapon damage
4. Reduce invention costs for T2 battleships
5. Give the titan a DDD script that focuses it to a single target capable of knocking capital ships out of the sky
6. Expand maximum locking range to 300 kilometers
7. Remove mothership immunity to e-war, but give it a role bonus that gives it a 75% resistance to all electronic warfare effects

I would also put more interesting stuff out in the galaxy (the EVE space tourism isn't really much fun right now.) like an actual EVE Gate in the New Eden system (with joyfull instant death if you warp to it). Make some really cool old ruins across the universe (and if you have good hacking and/or salvaging skills you could find yourself in an expedition or two with some nice drops).
Add more content to lowsec, more missions, some .5 plexes etc. Just so there is an actual incentive to go out there.
Cap the Mega and Zyd drops from the drone regions. Make 0.0 mining profitable again.
Give Amarr their new shiny exploration Frigate, decrease the cap needed to fire lasers with 15% and draw down the recharge time of Amarr ships cap with 15%. Increase the damage bonus of Lasers with 10% at lvl 5 in ship skill.
Change the learning skills so they actually give something more than just shortening skill training time. For instance: Perception giving better tracking for turrets, Memory decreases the shield boost and armor repair cycle time, Willpower raises the speed of missiles and accuracy of drones, Intelligence lowering the scan time for salvagers, hacking modules and probe launchers, Charisma increases the chance of getting missions that has a chance of faction spawn.
Order a truck full of beer and unload it all into CCP HQ, drink it all up and repeat ad infinitum.
EDIT: Changed recharge rate to recharge time in the Amarr paragraph.

Just one day eh? Hrm, not much time. What could be done in a day reasonably.
Pop up window text - I'd make the messages more clear. Make window widgets static and not disappear when window focus changes.
At the end of the day, ask for another day or 1000, then really get to work.

Interesting idea, but it makes no logical sense.
As the wealth and population of a given area increases, its police force would be increased, not decreased.

Unfortunately this would not be possible as all devs are required to consume alcohol intravenously throughout their work day. Such practices applied to a 'normal' person without proper tolerance training would indeed kill them very quickly.

I'd spawn a massive hostile Jovian fleet right outside Jita 4-4, and make it take out everyone and everything in the system, including stations and warp gates.
The bonus of seeing people jumping into Jita to see "teh uber j0v1anz" would just add to the sweetness.

4. Dry off and get to work.
5. realise it's 24 hours, and it's probably about 01:15 in the morning.
6. spend the next 7 hours 45 mins reading the existing management plans, deciding where to leave my mark.
7. sign off telecommuting jobs for stunningly talented artist(s) based in Edinburgh who happen to have the same name as me... weird that coincidence.
8. commission the art department to implement concepts for multiple UI options with an import API for player-created, art-deparment approved UIs.
9. commission the art department to produce the missing Amarr frigate, or release a Bronze Magnate.
10: commission tier 2 destroyers onto the drawing-board.
11: force the devs to sit with eyes glued open to "rookie help" for a week. see if they still feel the tutorials are well-written after the 485,674,395rd "how to I upgrade my hardpoints" question
11b: give players the option to close rookie help on new accounts... probably now supported by the traumatised devs.
12: Rename "upgrade hardpoints" to "rig hardpoints" and remove 50% of the rookie help questions.
13: Initiate deep level coding into eve that will record and track the unique serial number hard-coded into all CPU chips during manufacture, by both Intel and AMD... Have this data used as part of the ban process. Any user account banned from eve for selling isk (ie, buy your eve gold from www.weselliskies.com, best dollah!" spammers) has the serial number blacklisted. A CPU blacklisted 3 times is automatically blocked from server login on authorisation. Sit back and watch as isk sellers accross the globe are struck off the server and unable to login without buying a new CPU each time. 13b: Bask in the spam-free glory.
14: Change policy, so that ISK buyers are banned for 7 days for a first offence, and all isk removed from wallets. Second offenders are banned for a month and have all assets frozen for a further month. Third-time offenders are banned permanantly. 14b: Bask in the knowledge I am hated by cheating scumbags the globe over.
15: Initiate a complete overhaul of mission scripting and AI. Set ship setup scripts into NPC missions that will allow multiple waves of redundant NPCS, where only selected waves will be activated dependant on ship type, therefore allowing NPCs to increase lethality, by being set up to exploit the weaknesses of the players, making PvE far more challenging... Missions where the NPCs react to your setup by changing tactic and fittings at their bases.
16: Instigate drawingboard implementation for a dynamic security system; to allow 0.0 alliances to form new empires following sovereignty control of their systems, allow suicide ganking and other non-consensual pvp in empire to negatively adjust empire security standings. Place dynamic Concorde/DED and Empire military spheres of influence into Empire space instead of preset security, with combat response based on proximity and activity. In short, make safer systems highsec, and the risky places riskier, and the map dynamically changing - and let BOB or whoever have secure lowsec areas create their own safer space as they enforce their laws.
Sorted. actually, #11-16 are points I'd love to expand on. Give us a job, CCP?
