Imagine you are selected for one of these things - what do you do? It's like being God of Eve I would presume, so I would
A)Steal all of BoB's T2 BPO and give them to Goonswarm.
B)Steal BoB's Titan, make it a solopwnmobile and massacare the Goons
C)Steal Goons T2 BPO and self destruct a shuttle containing them, destroying all the T2 BPO ingame
D)".."
E)Proffit

I would set down a team to start planning for planetary terraforming and inhabitation, as soon Ambulation is complete.
Plus ensure that all CCP employees got one free beer "on the house" every Friday!

1. Boost Gallente to make them atlest able to fight the other races.
2. boost armor tank to match sheild tanking.
3. fix crazy Skynet drones wich attack what ever and when ever they feel like it.
4. fix the character creating setup, so 70% of the new people dont A. quit, B Reroll.
5. Balance Assult ships and Intersptors.
6. change the domi to a 6 launcher fitting and change the 5 % to large gunnery to 5 % RoF on cruise and torps.
7. Add 50 Drone bandwith on the Kronos. and to drone bay.
8. Give Amarr a Exploring Frigat.
9. add 2 new ammo types to Lasers and hybrid.
40% Kin/em60% Exp 40% em 60%
10. add more uber items, chance of a commander spawn in missions in low and 0,0 missions.
11. change the layout of ore in low sec. so it dont look like your in a 1.0 system.
12. add a advaced learing skill. giving a extra 2% to learing per lvl
13. use my Dev powers to spawn a titan in jita and set DD on repat for 2h and rof at 2 sec.
14. buy some milk and cookies and watch the show and the fourm wine.
15. Add a new class of ships, Mixed Invention, so people can mix ships layout and bouns.

Oh this ones an easy answer
Reset eve servers so everyone's a newbie and all player built items and corps/alliances no longer exist and t2 bpo's no longer exist.
Also randomise security levels in empire and institute a dynamic security system that causes a solar systems security level to decay (ie go lower) if its over used as well as add the feature that the star gates in an overused system sometimes malfunction and deposit you in a random system within so many light years.
And to think im an industrial character.

I'd make it so all ships could go anywhere, BUT with features disabled when in high sec space. (such as DD's, bombs, Jump drives, etc...)
Also i'd make it so covert bombers could fire cloaked, with a device for cloak hunters like a extreme large smartbomb that does no damadge but is like an EMP to cloaks.
All macrominers would die............., painfully!!
I'd re-program POS's to use less fuel depending on skills/standing cos i ahte spending all my time flying around ferrying fuel.
I'd create 'SPY DRONES'. launch a spy drone, set its destination, when it activate under AP, a small window opens allowing you to see what it sees. Has a range of 1 system (I.E. can jump once from your location). 1 time use then pops.
Also courrier drones. Have cargo bay instead of camera and can carry cargo to a specific location/bookmark/station and then sleeps until you rejoin it. Usefull for getting loot out of 0.0 and allowing you to stay there. BUT....they are slow and can be intercepted by pirates. Reusable but expensive.
CHAT CHANNELS - The local channel for each system is fine. But any channels outside that, you must launch some kind of comm's dish/array for each channel you wish to use. Each dish has a range of system, constellation, or region. Setting up a second (or third, or fourth....) dish within this range extends the range of the channel. Channels can be encrypted, passworded, etc. Dish/array can be hacked/decrypted. Aside local channels, any private conv's can be made as long as the people communicating are within the same system. POS's come with a built in Array and extend as far as the sovreignty level. Idea needs refining.
Why? Communication disruption during wartime played a big part in real life wars. So why not? It will encourage better battles by forcing people to stick together in the same genral area of eve. Would also extend the use of Espionage specialists instead of sitting cloaked at a gate for hours on end. And alot of other stuff.
Anyways just soem random ideas. Yes they might be crap but please dont flame cos they are just me using my imagination. Only those with no imagination flame. A day is'nt long enough. 
EDIT: OH!!! almost forgot......instead of just INVENTING a ship, how about inventing a ship with better EM resist!! I'd make it so that when yuo put a BPO into invention, you can select which attribute you wish to enhance. increasing EM resist by 1% should take like 1 or 2 months base rate. Or ship speed by 1m/s for example. and it needs to be heavily nerfed or peeps will just max everything out within a year. BUT, would allow Industrial corps to come up with their own brand....even a reputation for their goods.

1) Nerf Amarr 
2) Add corpse launchers to the game (works the same as snowball launchers)
3) Make you able to reprocess Marines, Tourists, Prisoners and whatever else you find during missions into frozen corpses for your launchers and as such starting a new morbid industry based on dead players and innocent people (you can also loot the EVE graveyard for ammo -- grave robbery ftw)
4) Spawn several titans outside every gate and station in Jita and have them DDD the area several times per day.
5) fix the search function on the forums

I'd make a team that took sensible idea's from the players and quickly added them to the test server, so that changes took place all the time as opposed to an all at once bombshell on patch day...
I mean what is the likely hood that all the races/factions in eve all make changes to their equiptment/ships all on the same day!

A) Make it so a system looses one security lvl per one hundred players
B) give cloaks a max time limit cloaked, and bump recoak time by 20x
C) make bombers warp cloaked
D) increase cap on amarr ships by 50%
E) reduce poly carbs and t2 polys to the same mass reduction as t1/t2 nanofibers
F) automaticly block any chat in local containing external links
G) Give my self 100 billion isk and max SP

1) Make concord regular NPCs that still enforce rules but are escapable and destroyable (i.e. eq 1 guards)
2) Create Dynamic security status ratings for all systems that reduce the security level of a system based on a) number or players present (higher number, lower sec) and the value (raw materials/base price) of goods available for sale in the system (higher value, lower sec)
3) change all range bonuses on caldari rail-boats to dmg bonus
4) give armar 33.33% more cap and reduce laser cap usage by 15%
5) change all t2 BPOs from the lottery to 50 runs, credit each of those affected with 25-100 of each datacore.
6) add boss encounters to most missions, have boss have a decent chance of dropping best regular named modules and a slight chance of faction or newly developed items.
7) Change auto-pilot to warp to 0
8) add a "interbus" service for moving your clones/items around the universe, without actually having to manually make the trip, for a reasonable fee
9) reduce the price of bombs
10) allow Stealth bombers to fly cloaked
