Enable multi-region browsing, albeit with a catch.
Have a new skill (e.g. called Trader Insight) that would enable the player to query any item of their choosing in any region within the Eve universe. The catch being a limit on the number of items queried per skill and the number of regions to query with a time limit attached to each query (to avoid the market system from being inundated with requests).
The skill could be worded as follows: Understanding of multi-regional markets. Each level of skill increases the trader's ability to query multiple items in a number of regions. Level 1 allows for 2 items to be queried in one region outside of the current region. Level 2 allows for 4 items to be searched and increases the number of regions to two. Each subsequent level increases the items by 2 and regions by 1. At Level 5, ten items may be queried in a maximum of five regions. Traders may not buy or sell goods in regions outside their current one. Each query may only be performed once every 10 minutes.
For example, at Level 5, a player could check the price of Titanium in the Forge, Metropolis, Heimatar, Domain and Essence. The player could then search for Mexallon within the same regions. If five of the regions have been searched and if a region is queried multiple times, say in the Forge with Tritanium at 10.04am, Mexallon at 10.10am and Mexallon again at 10.15am, the player will have to wait until 10.25min before choosing a new region to query thus freeing up a region slot; i.e. in 10min, the Forge could no longer occupy a region slot, and the player is free to choose a new region.
The query slots would be on simple timer. So if a person checks Tritanium twice in a region, perhaps 30sec a part, they've just used two query slot, even if it was a simple refresh of prices for the same item in the same region. They must wait 10min before that slot is available again.
The process gives players the freedom to browse numerous regions for prices to see where the best market would be, to buy or sell, for a given item, whilst maintaining a sense of order by ensuring players don't query arbitrarily.
