This type of war would be very expensive (for example, 1b), but would allow mercs to assist the contractor at times of emergency. The war would go into effect immediately or maybe one hour.

no. With this you could indeed gang afk freighters in empire.
The 24 h timer is for the players to be able to prepare for the war.

Ok nice idea, but here are the rules:
It'll be more of a 'join war' option. Corp A and Corp B are in war, doesn't matter who started it, but Corp B is feeling like it's losing too many precious assets and decides to spend some money to get even with Corp A, they hire mercaneries. A contract is made for whatever, then Corp B pays concord to allow Corp C (the mercaneries) to join their war and fight by their side. Ofcourse this can't be instant but it wont be 24 hours either, say 30 minutes before it takes effect. Then Corp C sees somewhere they can join the war and they will have to pay the fee for making war dependant on how many their already in etc. Corp C will after joining the war be able to shoot at Corp A in another 30 minutes. This means that Corp C could in the fastest case join the war in 60 minutes. In this time Corp A has had a warning that Corp B has payed off concord to allow fast allies (now in the time comming they wont know who that would be, but they COULD arange allies themselves and wouldn't have to pay for the fee).
I think this is pretty fair, ofcourse only one allie per side should be allowed to keep insane numbers join instantly out of the question, maybe more allies would cost a hell lot more and maybe would take more time to arrange.

Alt corp, one member, declare war, maintain war for a few weeks until the enemy gets complacent, beam in HACs. No, thanks.
Put all your mercs into Ospreys with WCS and have them remote rep a guy until one of the war targets takes a shot at you, then go switch ships and get into it properly. Others all stay in the Osprey/Exeq/Aug and help. That's how you provide backup.

If ganged with members in a war, can you not shoot as a part of that war? Isn't that what the warning message when joining a gang is all about?

Note, I said, with a catch. Emergency freighter ganks can be avoided. Btw a smart freighter pilot is in a noob corp anyways.
