For really low skills, use Raven, and a lot of warp-outs. For average skill levels, use Drake, slowly but safely. For high skill levels, it's a toss-up, depends on equipment price... loads of cash, use Raven again, else keep Drake (or, if possible, go Nighthawk). End-game, either faction-pimped CNR, or T2-fit Golem.
Of course "high" does not refer to absolute SP levels, but appliable SP. You might have "high Raven-related SP" but only "moderate Drake-related SP", or vice-versa. ____
Personally, I think you should pick one of the following routes: Kestrel -> Caracal -> Drake -> Nighthawk (safest option overall, cheap, not best completion speed) Kestrel -> Caracal -> Raven -> Golem (relatively fast completion speed, safe enough, balanced pricing) Kestrel -> Caracak -> Raven -> CNR (a bit on the expensive side, minimally risky, but fast completion)
Personally, I'd go Nighthawk, but that's just me.

I'm building a T2 fit Drake at the moment, it's turned into quite a project for me and as sad as it might sound I've actually put off getting into it until I've got all the parts fitted and have decent support skills.
Can anyone tell me whether a non-faction pimped Raven (or CNR) is automatically "better" at getting the job done than a Drake? All of the Raven builds I've seen suggest ridiculously priced faction mods like Gist XL boosters (which cost about 6 times the ship itself).

A Drake can fit a very good tank, can tank any missions but has less DPS then a normal Raven. A Raven can also fit a good tank which can tank any mission, but you need to micromanage more (you will run out of cap if you keep your XL booster on). It does have a lot more DPS though.
So a Drake is easier to fly but a Raven is quicker. Fitting a Gist XL booster will make a Raven's tank a lot better, but you can easily get it to autorun so you don't have to micromanage it.
