Typhoon. I like the concept of the look but the textures do not lend to it looking like a giant battleship.
Vagabond/Stabber. Again I like the look of the ship but the turret points and some of the textures don't work correctly.
Moa/Gila/etc. Yeah the boxy look is cool but the "turkey head" just doesn't work.
Carriers. Models need to be bigger. Look too small to be able to carry around battleships.

The Imicus needs an emergency face lift and the Dominix should be next. Give the domi a tail and a breathing hole that sprays up water whenever it shoots it's rails.

I actually love the look of the ragnarok. It's true that most Minmatar models are plain crap, even the Maelstrom is wing heavy and loses cool points.
Ugliest ship is probably one of the gallente models already mentioned, some fundamental issues there that a retexture will never fix. |

Stabber/Vagabond sticks out in my mind by far. Most of the Minmatar ships visually look like they are from a computer game made in 1995 copy pasted into EVE. |

Well, basically all minmatar ships with exception of t3 and rifter/slasher hulls looks like crap
Caldari, Moa, Blackbird, Caracal and few others
Gallente mostly imicus - it looks just pathetic
Amarr - Magnate looks nice, every other frigate needs full redesign badly
From pirate ships:
Nightmare needs some kind of redesign/imporvements (make it horizontal?)
Machariel looks cheap, could be improved

Velator - Streamline a bit, but it's not that bad.
Imicus - Total makeover needed.
Cruisers
Vexor - Looks a bit too simple.
Celestis - Looks weird. With symmetry it could look ok though, while still retaining the exotic feeling overall.
Battleships
Dominix - Looks a bit too simple, just like the Vexor.
Hyperion - Invert the thruster's and rear turret hardpoint's position.
Capital Ships
Obelisk - Too round, looks silly.
Industrials
The "head" of the Iteron series is too big. Iteron IV shouldn't be the shortest.
Transport ships should use the Iteron IV (blockade runner) and Iteron V (DST) models.
Amarr
Battlecruisers
Harbinger - Needs to be put in line with the rest of the Amarr fleet.
Battleships
Apocalypse - Needs work on the underside. Looks to banana-ish overall, considering it's awesome name.
Capital Ships
Carriers (both) - Need completion. No plating on half the ship looks silly.
Minmatar
All : remove the solar pannels, secure the cockpits. Replace the solar panel concept with Hel-like armor plate layout.
Frigates
All but the Rifter need total makeover. They may still look jury-rigged, but they should at least look spaceworthy.
Cruisers
All but the Rupture look unfinished.
Rupture - too bricky.
Battleships
Typhoon - too bricky.
Tempest - too much randomly assembeled stuff.
Caldari
Frigates
Bantam and ibis look too random to look efficient, which Caldari ships should.
Cruisers
Moa and Blackbird, same as above.
Capital Ships
Phoenix - Looks too simple, bricky, whatever. Needs to be put in line with the rest of the caldari capital fleet.
Industrials
Use the Badger Mark III model on t1, have the t2 versions use MkIII and MkII models.
Others
CONCORD Battleship Looks too frail.

Hey, what do you think is wrong with Slasher (Stiletto)? It looks to be pretty much in line with rifter, in terms of design imo. :(
