6x siege launcher 2x heavy neutralizer
1x heavy cap booster 1x web 1x scram 1x mwd 2x sensor damp
2x nanos 2x overdrive injectors 1x cap flux (the one that nerfs shield boosting ability) (or use 1 dmg control)
This only fits with AWU V, a 5% PG implant and 3 T1 PG rigs.

to OP your attitude displeases me. but as i have already wasted my time reading it.
-you don't argue with people giving you advises, even if you are the expert in this area. (which as i can see, you are not)
Good luck with your 0.0 hunting.

There is precious little constructive criticsm here, so: You CAN fit 2 x WCS to a siege raven since you are not interested in locking beyond scram range, but you must also fit 2 x sensor boosters with time scripts to compensate. A MWD and web are essential unless you don't mind faster ships escaping, and a painter is necessary if you want to hit targets smaller than you. A damage control will double your hit points and give you a buffer tank so you can warp out, and i suggest 2 x BCU so those torps do some damage. Which leaves one spare mid for a medium injector so you can still warp out if your cap is drained. There, i fit it for you. Happy?

The majority of you are complaining about locking speeds when using WCS's. I claim this is a non issue - honestly most people you meet have nfi what's about to happen until you lock them, especially if you're alone. Stick a sensor booster on, sure, fine, but you don't need to go crazy about it and put TWO on.
tbh people in this thread mostly seem outraged by the notion of a pirate covering his ass

Two WCS II take you down to ca 40% of your original locking speed. One resolution sensor booster takes you back up to what, 60% or so? Not too shabby considering what you gain from 2x WCS

This is true, but your lock time WILL be absolutely glacial, and when you turn up in a belt unless you fit at least two boosters, your target will just run. you could drop to one WCS I guess.

so it does...I guess that's why I prolly fitted it with cruise launchers before...as I said in my post. Either way though, it works, and i've killed many ships with it.
The unexpected is often the best way to go....you'd be surprised how many ppl would get into web range to slow down my mwd raven...which seems like a perfectly innocent ship. Then all of a sudden they are webbed, scrammed, damped, and have no cap left.
It's a beautiful thing.
