Eh. Caldari idiot-proof PvE ships spoiled everyone.
Maelstrom cannot be compared to Drake - Mael is an active shieldtanker, not passive.
Permatank, if you mean "turn on and forget" is not a best way to use Mael, though its possible. Its kinda obvious what you need for it - you need shieldbooster, hardeners and cap. I'd recommend CCC rigs, preferrably three of them.
You can go 2 ways: - Use Large shieldbooster, put in enough PDUs (also help to fit arties) to have enough cap to permarun it, and fill the rest of slots with shieldhardeners and shield boost ampolifiers, - Or use XL shieldbooster and boatload of PDUs and caprecharges to make is permarun. You resists will be lower though - less slots for them.
Generally, I'd suggest not to do permatank on Mael. Use XL booster and dont forget to switch it off as soon as your shield is restored.

Do not even attempt to perma tank this ship. The best passive setup on this ship wont be as good as an awful active setup. Also, to make sure you can turn the booster on and forget it you are going t have to waste a lot of slots on capacitor upgrades and crud like that, it's totally not worth it.
Best tank I have found: 1 Large Shield Booster 1 Shield Boost Amplifier 4x Hardeners.
That tank is so sick I tend to drop a hardener for tracking computer. Also, I didnt give lows or rigs because A. The lows are damage and tracking mods and B. It needs to rigs! Granted I have BS V, you shouldnt need more than what I have listed.
Keys points: 1. DONT EVER use this ship without the shield boost amp. 7.5% per level then add 30% of the resutling number, to that number. There is no way to equal that kind of shield boost strength with hardeners or anything else. The more you boost for, the less cap you need to repair yourself. 2. If you need an X-Large shield booster, you are screwing up in some other way. X-Large shield boosters are for pvpers who are using a cap injector to keep them running. Cap injector means 1 less hardener which means in the long run you are taking a lot more damage. You boost a bit more for a LOT more cap. X-Large shield boosters are EXTREMELY inefficient and should be avoided. 3. If you kill bad guys fast enough, it eliminates their damage and you don't have to tank as long, hence the importance of tracking and damage mods.

8x 1200mm Heavy Artillery II Or 800mm TII depending on mission.
2x Invulnerability Field II 2x Shield boost amplifier II 1x Capacitor Recharger II 1x Republic Fleet X-Large shield Booster
1x Gyrostabiliser II 1x Power diagnostic II 3x Capacitor Flux II
3x CCC I rig
And if you got the cash you can go with TII rigs! A picture i found from that setup with crystals though.

my first one is xlarge boster and 2 amps 3 hardeners
all cap power relays. but then you cry but the negitive boost bonus. its not all that much of a drawback check it out. oh yea and a combo of ccc rigs and the cap sa***aurd sheild rig
the second one might apeal to you more. my corpie showed me this one.
xlarge sheild boster 1-2 amps 2-3 hardeners heavy cap boster. and now your lows are free for damage mods tracking stuf. they key for this setup is two of the capastor sa***aurd sheild rigs and one ccc. have fun with it
i cant say sa***aurd $a***@urd

why do you say that???? they are exactley as effective as large, and medium, and small
all boosters of the same type, regardless of size gives the exact same shield/cap, so why fit a smaller than you can cram on there?
THERE IS NO REASON NOT TO FIT THE BIGGEST, unless you want to permarun it... but why would you want that?

I agree, i use a x-large booster with a cap booster for missions i run every mission with it, none excluded. I only activate the shield booster when needed....with the ship's bonus the amount it boost's is excellent. The cap booster let me make errors, have a bad pul, survive serious lag or other brainfart related issues

It's true that a large and X-large T2 booster give the same HP per Cap ratio. But it's also true that the X-Large can boost double the amount per second, which comes in handy in the beginnig of a mission when everything is pounding you.
Yes, you will never be able to permarun the X-L booster, but since I get 1122HP per 5 seconds out of the X-L I never need to. My personal setup involves a 100mn ABII, X-L T2 shieldbooster, T2 shieldboost amp, 3 T2 hardeners. I like the AB because it lets me dictate range and it results in an overal better performance (100km slowboating to the next acceleration gate takes much time).
My lows consist of a tracking enhancer, 2 gyro T2, 2 PDU T2 and then 3 CCC T1 rigs. My cap recharge peaks at 41.something cap/sec and lets me run my X-L booster for 2min before hitting the 30% mark. Highs are 1400mm prototypes, which gives me the best balance between tank and gank.
The only reason I'm going to remove the X-L booster is when I'm upgrading to T2 1400mm. Though I might make the AB off... I'm not sure yet, I still have to train large projectiles lvl5, so I have time to think about it

The fun starts when you slap on something like a Pith A-Type XL booster. Going from 0-100% shields in 24 sec on a battleship with 10k shields is fun. (Though missions may become a bit boring with such a setup)
Forget about permarunning though, it's just not how shield boosters work, at least not without undersized modules or crazy cap-fittings.

I use:
8 X 1200MM IIs 3 X Specific Hardener IIs 2 X Shield boost Amp II 1 X dread gur large booster 3 X Cap flux II 2 X Gyro 3 X CCC rigs
Permaruns the booster, tanks most level 4s easy, some you need to kill certain things very quickly but I have only noticed that when on a Zor mission and I engage everythign and end up with 2 other spawns on me, but even then its doable.

Having said that are you on about PVE or PVP?
To Spawny, a great guy, a great laugh. Rest in peace buddy.
