No one can ever claim SOV there There are actually quite a few unclaimed pockets of sov space around the fringes of the cluster, that have nothing worth anything in them so are not claimed.

Am I correct that no matter how isolated, fringe or "worthless" a system is; if you go through the effort to establish a base there and claim sovereignty there someone in the the region will notice and in a fairly short period of time come out and challenge you. If you successfully fight off the initial challenge you will then be seems as a potential threat and they will return with a bigger force and or allies.
To re-frame the question 1. If you had a corp/alliance with say 10 active people logged on during typical prime time in you TZ (of mixed skill levels) could you find a system (even in an out of way spot) in 0.0 where you could claim sovereignty and operate out of for more than a few months.
2 With 5 active members?
3. Without paying rent or making some concessions with the local power group.
Just curious I do not know the answer to the above myself.

1. Claiming system without sov is pretty easy, however keeping is not. Even if you put up POS in system (which practically does nothing on sov) it will be shot down at some point within a month or so. Claimed system is much more complicated. You'll need to put up undefended claim unit (preferrably tons of them in multiple systems) and hope no one shoots it (lol) then in case of station systems go through double timers etc. Good luck :D
2. Not a very good chance even with like 100 active members. You'll see naptrains fielding like 300-500 easily. You'll need to be able to field similar numbers to make effort big enough to keep them away. Or in some cases you can compensate a little with quality of resources like high skill points and lots of isk. It doesn't automatically make you win though.
3. Paying rent is pretty dumb though, no matter how you put it. Just get enough allies or whatever blues and go trolling goons they're cute.

Depends how good at politics you are 
You are gonna have to deal with bored FCs roaming and killing your space, but if the space is worthless enough and your diplos good enough you can probably establish a NIP to be able to build there.

If you are a small group of 5 guys just find some terrible part of drone space, a -0.1 or something, and park an alt in a cloaky orca or whatever, and base yourself out of his cargo hold. Rat in cloaky ships. Make truckloads of ISK via, say, PI, and JF your loot out monthly during a quiet time.
if you are feeling extra brave, put up a couple of POSs with no mods. Online them for a few hours while you rat, then offline them and log. You'd be surprised how terrible people are at d-scan and how little they actually want to shoot a lone tower with no candy.
