As for 75% "not being light," maybe I wasn't clear. 1000 m/s becomes 750 m/s. 12000 m/s becomes 9000 m/s.
Hardly seems worse than taking a Heavy neutralizer to the face.
You're talking about a 25% webifier, not a 75%.

Let's just remove the Minmatar race while we're at it.
Everyone and their mother would bring a "Webber lite" in their off-slot, effectively removing the ONLY (and I certainly do mean ONLY) advantage Minmatar has on the battlefield.
What CCP needs to do is add some mass to the other race's ships so they can't nano as effectively as minnie. (Ishtar anyone?) But for god's sakes, don't make a "Webber lite". Perhaps give minmatar some more speed bonuses and add mass across the board... perhaps reduce the cap consumption from afterburners.

Why not a "lite" version of the Stasis Webifer that works at ~25km, and slows by 50%?
Or give webs a falloff with %reduction for more range outside of optimal. Fixes nanoship problems as well.

Neutralizer is your friend.
Besides it is totally unfair : - that Falcon / Rooks ECM like hell - that Curse / Pilgrim can Neutra you so bad - that Arazu / Lachesis can damp you so much (though the last nerfbat almost killed those).
I propose we all fly the same ships with absolutely identical caracteristics from now on ...
Seriously now if you are so envious of Matar E-war and you can fly any Recon ; Rapier / Huginn is 1 skill month away so stop whining on forums and change your skillplan.

Which is balanced; you want to catch people, you need to bring lighter ships to tackle. A all-BS gang should never be the be-all end-all of EvE small gangs.
Long-range webs would make it exactly that.
Furthermore, there are 16 ships which can provide long-range webbing with some extra skills (but for the entire gang) and 2 ships which do it at a insanely long range, not counting in faction skills. I think that is very balanced, really.
