1.0 to 0.5 Space You CAN attack hostile NPCs without punishment from a higher authority.
You CAN attack convoys BUT you must be 151 kilometers from the nearest sentry gun, or else you will feel its wrath.
You CAN attack a player in this space if they are either at war with your corporation or have a personal security status of negative five or lower (-5).
You CANNOT attack a player in this space if they are not at war with you and have a security status above negative five (-5). Doing so will cause CONCORD to spawn on top of you and they will take your ship. If you are within sentry gun range, these too will also fire on you.
If I am in these zones with a 0 security rating and another player attacks me how long till a Concord shows up to save my behind ?

You will be waiting a long time as they will not spawn to save you. Your best bet is to either rig to fight or rig to run.
Podding is better than a 20 jump home |

They usually appear to help in 1.0 to 0.5. Sometimes they arrive almost instantly, occasionally they don't arrive at all. They are more response in the higher sec rating systems. All that said, if you are attacked, don't sit and wait for them to show up. Do your damndest to survive/get away, in case they are slow or don't show in force.

Clarification.
If YOU have a 0 standing, and are in a system with security rating 0.5 or higher, CONCORD will turn up almost instantly to save you.
It's likely your opponent won't live long enough to do you any serious harm before being introduced to his personal God in a painful manner.

A player with a security rating of -5 or lower CAN NOT enter 0.5 systems :)

Do not rely on red squares or your autoscanner indicating a pilot to be an outlaw with <= -5 security, stick to Show Info and yes, outlaws in 0.5-1.0 systems are a rare sight. ____________________________________________________

Gotta love that Paradise Cruise missile description ;)
FYI, Concord won't shot up in time to save a hauler from a Kestrel Kamikaze, though. Worth keeping in mind when seeing a hauler and 2 kestrels in empire space. Heh. -Clipped Wings of LFC
