Salvaging a ship is wide open to whomever gets to the wreck first. If you do not like it, move away from Motsu and other high traffic mission spots, or bring along your own salvager during the mission.
If they are willing to risk NPC ship aggro to grab wrecks you made available, you should be bringing in your own salvager before they can scan your mission location down.
CCP has stated officially that salvaging the wreck will not be a criminal act, only looting the contents of the container will be.

I don't understand why ppl continue to whine about this. There are solutions (mission somewhere else, shoot the wrecks), and ccp has already said they're not going to change it.

I love how I can always go in and look at the person in game and without fail their highest standing agent is in either Dodixie, Motsu, Aramachi or Saila.

move systems, i moved to a backwater, yes the rewards are fractionaly lower due to agent quality drop, but by god the lag is soo much less than Dodi.

Salvage is not yours. It belongs to anyone, thats' why it's called salvage. When they take it, they aren't stealing from you.
Salvage as you go or step outside the super crowded mission hubs, and I doubt you'll run into competing salvagers.

Step 1: http://eve.grismar.net/explorer/ in-game or out-of-game, your choice
Step 2: Find agents ->
- belonging to corp with name containing -> (corp of your choice)
- requiring standing -> <= (whatever your standing is)
For optimal results, pick a system with the lowest sec rating that you dare, as this will increase both monetary and faction rewards.

EVE-Agents will have a nice handy listing of agents that you can search for by corp, level, region, division, etc.
Find a nice quiet area. Find an agent that will still pay off fairly well. Run missions AWAY FROM THE CROWDS and those who cling to the crowds. Profit. _______________________________

I experienced this problem for the first time recently and was given a useful piece of advice. Just pop the wrecks as the salvager gets close to them. If that's too much trouble (or you need to concentrate on the rats) just pop the wrecks as you progress through the mission. It just takes one extra shot.
Yes you lose the loot, but it is far less irritating than watching someone else make off with your stuff.
I tried it and it worked pretty well, they quickly got bored and left me alone. You go through the mission a faster since there is no salvage stage, so the ISK/hr loss is probably not that much (seems to take me longer to salvage a mission than it does to kill everything).

As per usual CCP does its best to promote strife in the game. I dont mind the strife like salvage thiefs as much as I dislike the fact I cant do anything about it. Sometimes I wonder if any of the gm's actually play the game. And then the turkey who wrote salvage belongs to anyone. lol Obviously he either steals it or has never had anyone take his salvage. Probably both. Ok yes, I know this is a dead horse. Still it makes me wonder. :)

Have you read the GM answers to this question?
They modelled it on real world salvage procedures. Stuff inside belongs to the owner. Wreck belongs to whoever salvaged it.

Seriously, think about it, people. If you don't feel safe enough to mission in lowsec, it's because you're afraid you can't stand up to PvP pirates without CONCORD to back you up. And in that case, the last thing you want to do is shoot at a ninja-salvager and flag yourself to his whole corp. Even if he looted the wrecks - which already flags him - you're still usually better off not opening fire. If you're that sure you can take him, mission in lowsec and then you don't have to worry about whether he's flagged or not. Plus which lowsec agents give you much better mission payouts anyway.
Hell, even if you're a noob, you should seriously consider missioning in lowsec for the better rewards. Just make an effort to find low-traffic systems, watch local like a hawk, and be prepared to run like a little girl if a player shows up in your encounter.

and just delete all these thread.
btw salvaging used to loot contents flagging you and CCP changed it so that you dont get flagged to fix it.

Even funnier than that - tractor the wrecks they approach and watch them chase the wrecks futilely. It's as much fun as the 10-dollar bill on a string trick.
Seriously, salvage pirating is SUCH a waste of time. Go run a mission and see how much more you make. Anybody doing it makes far less isk than I will per hour. I'll take my 5-10 million in bounties and loot and you can have all my tangled power conduits.

My salvage/probing ship has a aferbuerner and can keep up with tractored cans, no problem. In fact, with 4 salvagers and 3 rigs, I can snatch the salvage as the can whizzes by.

I don't do it for the isk. I do it to get salvage to build rigs with, which I then fit to my ships. Why should I spend a boatload of time getting standings for level 4 missions, just to get salvage? It takes far less time to train Minmatar cruiser 2, get a Stabber and take all I want with no muss, no fuss, no standings grind.
What I did spend some time grinding standings for, was my Sisters of EVE agent. She gives me those lovely Sisters Scan Probe Launchers which let me use the high strength exploration probes to directly scan for player ships in mission deadspace in a reasonable amount of time. And my Quafe agent gives me those wonderful PP-series implants to further boost probing efficiency. Now that's worth grinding for.
But not salvage.

Hi-sec carebear CNR's delivered to you on a silver platter without any interference from CONCORD whatsoever? And since this is not low-sec they dont fit warp core stabs and most likely don't have much/any PvP experience? Heck I'm not a pirate, but as soon as salvaging gets you flagged I will personally start to "salvage" missions. The money would be just too good to pass up.
Lets see what are my choices, rat or mine in 0.0 and make ~20 mil an hour on good days, or get my alt into Motsu to have a chance at a billion isk paydirt in faction mods? Where as before you would have to get > 6 BS's to try to suicide pimped faction ships at the gates, now the entire thing would be viable as a single person operation. Hmm decisions, desicions.
Seriously, CCP DO SOMETHING!
P.S. Yes there is sarcasm in this post. Aside from the fact that this dead horse has been kicked so many time I suspect necrophilia, the OP and others like him do not really understand what they are trying to bring onto their heads.

I approve of this idea, as I want to play the entire game in a hermetically sealed bubble in highsec so I can pretend I'm the only person around. Hell, I don't even want to interact with other people, I just want the whole game to be a very boring single-player grinding game with a couple of chat channels bolted on to stop me getting bored. I don't care if there's 30,000+ other people online at the moment, and I certainly don't want them intruding on the antisociable way in which I want to play.

I made 13 mil worth of salvage in about 45 minutes. I couldn't have made anywhere CLOSE to that running missions myself (seeing as how I can only fit a Rupture with t1 stuff)
