This is an my new Omen setup. It's pretty cheap and does the job. I'm still tweaking it though, so feel free to post your opinions.
High 4 Medium Pulse Lazers with Infared 1 Medium Nos
Mid 10 MN Afterburner Scrammer Webber
Low 1 Medium Repper Energized Adaptive Nano Plating 2 Capacitor Power Relays 1 Power Diagnostic System
Drones 3 Warriors
It puts out some good damage. You stay under 10km, web, and scram. I'm still testing the ammo choice. I orbit under 10km and unleash hell. My cap holds for quite a while, so if the repper can keep up with the damage, it can tank okay. Works pretty well as a point in fleets, and solo hunting for frigs and cruisers.

adding the word striker to it doesn't make it anymore effective than a maller with a damage control and mwd ___ Eve Players are not very smart. Support Killmail Overhaul

No but it's a good low sp setup used fro striking. It's not going to be able to take a lot of damage, but it can put it out, and moves fast. You get in, kill, get out fast. That's striking.

Three points of the top of my head:
You need at least two heat sinks unless you want to spend all day killing a single frigate :D
Omen doesn't have capacitor to run guns and repairer so don't even try. Set it up for pure gank or use a plate.
Start preparing for the added gun that has been proposed as a change to the Omen/Zealot, they will be completely different beasts.

imo the thorax is the gold standard for this thanks to the mwd bonus, omen is very far behind even with the fifth turret ___ Eve Players are not very smart. Support Killmail Overhaul

I like the idea for heat sinks, and I'll adjust my build for those. The cap does hold for a while with the repper and guns though. The nos and 2 cap relays help a lot more than you think.

If you dont have an MWD then it isn't a striker. Actually its not much of anything unless you can warp in on top of someone who is already on top of the enemy.
Best setup I've seen so far had 2 heavy pulses and 2 focused pulses for low end skill people who have a hard time fitting an mwd, damage mods, and overdrives. Alternatively you can fit a reactor control which will help out fitting problems with a full heavy pulse rack. But dont bother trying to fit a medium repairer. If you need to fit a repairer it needs to be a small and thats mostly to repair any minor damage you might have taken after the fight or to help stave off interceptor/frig damage. T1 cruisers have no real tank to speak of and you shouldn't act like it does during pvp.
I think after the next patch when they add another turret to the Omen you'll really need to fit at least 1 reactor control to fit another gun. T1 cruisers dont do that much damage but that extra turret will definitely help the Omen alot.

The maller out-performs it even at the "striker" role, and is cheaper; as you don't lose mallers as often as omens :P
A Rail celestis has more dps than that omen btw

It would do less damage than punisher or kestrel. I see you need 2 cap power relays to keep cap for them, which further proves the crazy cap usage of Amarr weapons, even when frig guns are used on cruisers.
