Yeah, Its Pen,
Otherwise known as Mwili (Given name which he abandoned when he fled home) or Ferret. His story is covered in detail in "The 97th Step" by Steve Perry, but he appears in most of the Matador series at some point (He doesn't actually appear in Matadora although Emile spends much of the book pretending to be him, and I dont think he appears in Brother Death but I may be wrong.)
I feel a bit guilt about this round, because MiloMorai came so close, actually listing the correct character as part of his answer, but still being clearly wrong.

Not sure about the Union part - only person I can think of who was both Chief Scientist and Politician was:
Davros - The Kaled chief scientist, inventor of the Daleks (from Dr. Who)

Ariane Emory died in the beginning of the book but she had planned to clone herself and with the proper environment she managed to "clone" her mind too. She was at the head of the Union and also of Reseune, a research lab.
The book's title is Cyteen.
