The players clearly define the role of those cruisers as tacklers. Therefore, I won't mind if their speed gets nerfed so hard that they can be consistently hit by guns and missiles because it's not contrary to the role CCP intended for them.
What exactly are their roles then? If not to speed tank? If you want to see a class of ships that are totally useless because its a class of small ships that arent designed to speed tank, look no further than the assault frigates.
Why are inties so useful yet assault frigs universally laughed at? Because AFs can't really speed tank(bar the jag), and while they all have impressive tanks for a frig, anything bigger just kills them in seconds.
Hacs will be relegated to the same role if you nerf nanos, bar a few specialized ones like the eagle, which has a niche role.

Obviously you've never tried to shoot nano-hacs with other hacs or you'd know.
But just for you. Use the official tracking guide here.
Typical nano-hac, say an ishtar, does 3.2km/s with maxed skills, orbit velocity is about 2.6, with a signature radius of 1087(after 2 LSEs, which is standard fit).
Use a zealot with AN standard ammo, optimal is 22km, which is more than sufficient. Tracking is about 0.1.
Plug in these numbers gives a hit chance at 20km of 98+%. With scorch, this percentage is the same(tracking about 0.076).
Ok how about the vaga? Vaga with 2 LSE mwding has a sig radius of 920, and speed of 5400, I'll be generous and assume thats its orbit speed as well.
Plugging those numbers(against zealot with scorch) gives a hit chance at 20km of 85%.
I think its funny that you've never shot a nano-hac with a cruiser sized gun, I guess the fear of nanos makes you unable to press f1 or something.
