There's nothing sacred about the current game mechanics. Does it actually make sense to anyone that, for example, its easier to hit a small, fast target the further away it gets? Think about it - is it easier to smack a mosquito with a fly swatter (blaster) or shoot it from a block away with a pistol (rail)? Why do ships have max velocities? That has nothing to do with reality - ships "should" be able to accelerate as long as they want, with the only difference between ship sizes being that smaller ships have less resistance to acceleration, so under the same forces, speed up and turn faster.
The sandbox concept doesn't mean CCP makes up a bunch of rules then walks away. They have to monitor the game to see what's working well, what needs more work, and keep adding in new toys for us to play with. From looking at the game, its pretty certain things aren't exactly right were speed is concerned. Compare the cost of halo implants to snakes. Compare the price of polycarb rigs to tracking, CCC, or laser cap reduction rigs. Its a free market. Massive prices on one hand compared to rigs that don't move on the other point to a player base that favors speed over a lot of other tactics. And for good reason.
Speed gives you the ability to control the situation. If you control range, you can break off if/when you want. You can close to scram range, keep out of web range. Speed allows you to avoid large amounts of damage from any source of incoming damage. The counter to speed has a limited range, which is great for you if youre fast, since you simply remain outside web range, and are immune to being countered.
CCP still sees a problem with speed. They didn't make a sandbox with one toy - they want to see a lot of different ideas all working at the same time. They'll keep fiddling with it until they are happy with what they've got. It doesn't of necessity mean a straight nerf to nano that makes it worthless, but a lot of players will read it that way anyhow. Every strategy should have a usable counter - right now, the only reliable way to counter nano is to nano yourself.
