Named drones do exist. They were released in the most recent patch through the drone regions - although they are still pretty rare.
For most purposes tech 2 is better though...

I think they worry about overtanking/speeding making the fights boring (main reason pirate implants and rigs are disallowed as well afaik) tbh i think it would add an interesting element to the fights with the possibility of side effects ruining a strategy and ppl having to work round it. The other factor is of course that they are out of reach of some alliances in the tourney if they work from hi sec (synth booster not allowed either tho).

For starters because watching a bunch of Nanos chase after each other for 15 minutes at a time would be plain boring. (Even just having one side in nothing but fast Nano ships is boring, see first fight of the day.)
Also, it gives everyone as level of a playing field as you're going to get. Instead of having the winner of the tournament be defined simply by how much ISK you can throw into it, it keeps it about setups, personal skills, and creativity. Anyone, not just the 10 largest Alliances who have massive billions to spend on all the fancy stuff, can join with a chance to win as long as they can work together and figure out setups that complement each other.

I am still very curious to know why rigs aren't allowed? They are a huge part of pvp and wouldn't extend a fight too long. They are also inexpensive. So if you could elaborate on why rigs aren't allowed, that would be great.

Forgive my newbish grasp of PvP but why are the Logistic ships being ignored? I have seen a few matches where the Logistics ship seemed to be holding everything together yet the opposing team focused on other ships (MC then UCAM come to mind). All fine and well to want to drop the ECM ships first but if you cannot do that because of the Logistics then seems the Logistics should be primaried.

Just wondering why they aren't running widescreen for the alliance tournament and are there any plans to introduce different streaming options such as 300k, 500k, 700k and 1000k etc.

welcome to years ago. ECM boats are still awesome if you don't agree then you wouldn't go far in the tournyment.
speed is no unusable we've allready seen a team of intersceptors not lose a single ship.
