Currently the 'Static Data Export' is a manual process. We are currently rebuilding it to be an automated process. We have also changed some of the structures in our latest db update and need to format these changes into a manual/documentation so that you can update your applications or write a converter that takes the new structure (which is for better content control) and represents it in the old manner so as not to break your applications.

To clarify.
Yes there have been schema changes to the tables. We changed the way that we versioned static content (actually we added the ability to version static content so that inhouse testing changes are not moved out to the public test servers or onto TQ until they are actually tested and approved. There was also some other changes but I don't know the full details.
When I know more about dates I will let you know, but I suspect it is more likely to be released with the next patch.

Guess again ... anyways, PrismX and I will be working together on delivering this data export to you all, it's just that we want to put in an effort to make this process as transparent as possible. If you read Lingorm's replies you'll get a fairly clear idea that this is not a one or two day task.
Lots has changed behind the scenes and it's needless to say that with a patch coming up, this comes second as to where developing the new features come first. The question I cannot give you an answer to is when, but you'll get the data export and you'll get it fresh.

The old method of doing the static data was very very manual and not the best.
Prism X and T20 are working on a new methodology for this so it can be generated automatically. They are also looking into what is included so as to make sure that none of the reference tables are excluded.
We are hoping to have the static data ready soon after the Next Expansion with all the new data from that expansion available.

Having just come back from holidays, PrismX and I are now actually physically able to provide you with a Static Data Export ... one last blessing from Hammerhead, to make sure we're not releasing too much (but not too little either) and we'll release it (I'm not going to put a date on it, but we're pretty much done)

You are enough ^^
The creation of a new data dump is just a mater of time, Prism and T20 already have this task red on their ASAP list and their is hope that the dump will be released with the next bigger patch (that's not a promise more of a big fat I HOPE) but you can be assured that the two of them get bothered with this often enough to "motivate" them 
So don't give up and help me to "motivate" them with a lot of posts but to put this topic on the CSM list is a great idea and will help a lot.

I'm so happy about all the ... reserved answers I get if I'm nice.
Lets make this clear, the data dump is a highly complicated task which needs 2 Senior Programmers to accomplish and additionally to establish a process which allows easier data dumps in the future.
The most important guy for this job is Prism who did an awesome job in the last patch by creating a totally new region which was never done before and now he's enjoying this well earned vacation.
Ok and now for the nice guys around here: I still can't tell you when the data dump will happen what I can tell you is that it is on the list and that we are running and planning different projects to improve the support for developers of 3rd party projects - I'm sorry that I'm not able to tell you now what these projects are and when they will be released to you.

OK exact status is: The feature is finished (there is a button somewhere and if somebody is pressing it a data dump gets created) but the feature isn't tested yet because feature testing for the next patch has just started, so now somebody in QA has to press the button and check all the necessary stuff (don't know what exactly), if everything gets a green stamp by QA somebody can press the button and release the new data dump.
But the best thing of this is that there will be a data dump with every major patch or even with every patch now (don't know how the release process will be).
