And upgrade the security status of all 0.1-0.4 system by 0.1 point. Thus making more highsec for the increasing amount of empire bears and increasing the amount of low-sec by increasing sec rating of NPC controlled 0.0. Syndicate is a good example - it's a joke. there is a lot of good agents and mining opportunities that aren't utilised because it's 0.0. Opening these systems up would draw more people out of hi-sec and into low-sec.
In other news: Sovereignty should slowly increase sec status i.e. (0.05 points in 30 days.) To a maximum of 0.5 in constellatin Capital. There must be a downside to claiming space. Keeping the space safe by ratting i.e. should promt concord to increase the sec rating.
Remove bounties in 0.5-1.0 systems. Let's face it. Why should Concord pay us to do it when they are there all the time in uber ships. It just lame.

0.0 doesn't need to be bigger. There so bloody many empty systems out there anyway. Syndicate is big enough to replace 0.4 systems lost to hi-sec and with the other 0.0 NPC controlled areas the low-sec part of EVE will be larger than before.

I have a MUCH better idea.
Allow "free" attacks on anybody who has a negative security rating, regardless of system security status. And by "free", I mean no secrating penality and no CONCORD response.
Yes, even if it's just -0.01 Heck, grant an INCREASE in secrating whenever you destroy him. Magnitude of secrating increase determined depending on "how negative" his secrating is.
Also, relax the "system auto-response" to negative secrating pilots. That is, allow all -10.0 pilots in 0.5, -8.0 in 0.6, -6.0 in 0.7, -4.0 in 0.8, -2.0 in 0.9, and only 1.0 limited to "strictly positive only".

Nowadays you're lucky if you manage 5 in the most sparsely populated regions. Replacing NPC 0.0 with lowsec will further that. Lowsec is useless at the moment - nothing but other pirate groups and fleets of courier-mission macroers. Before we replace large swathes of 0.0 with lowsec, we should at least fix lowsec.

Empire has such a large share of the population due to a design fault in the game.
While many harp that there is no one in 0.0, there is a good reason, there isn't the infrastructure in 0.0 to sustain even a moderate level of population. CCPs idea was that players would provide this but it really isn't realistic. To open O.0 fully up your going to have to see a massive expansion of Stations, research and manufacturing slots. Without them 0.0 will never be able to support a larger population.

Design fault yes. But i think the main issue is the access routes to low sec and 0.0. Its simply small choke points all around. They should have made it more like a star formation with ALOT of entries to lowsec and 0.0. Then more people would venture there. Overcrowded, yeah, right. I am currently in a empire system, Domain, 5 jumps from Amarr. This system has a ice belt and two stations. There are no more than 10 people at any time in there, most of the time there are 5 or less, me included.
It's only overcrowded because stupidity coagulates. Lemming! Cliff! Jump!

if i understand what you are saying correctly there will be less npc 0.0 areas. That totally sucks! NPC 0.0 forms important areas for small groups or individuals to operate out of who want to opt out of alliance culture.

Does it? What they want anyway is to do missionrunning or ratting. So do it in NPC controlled low-sec. More people would. Also solo players. Basically it would still be a hazardous environment. This could be a part of the FACTIONAL WARFARE thingy too. with powerful, non-government factions taking over space for themselves and implementing defences (i.e. gateguns etc.).
Moving the previous 0.4 systems up to 0.5 in the outskirts of the hi-sec empires would also spread people out and reduce the congestion in central hubs.
Furthermore this question hasn't been answered yet: Remove bounties in 0.5-1.0 systems. Let's face it. Why should Concord pay us to do it when they are there all the time in uber ships. It just lame.???

People are not in npc 0.0 just because they mainly don't even know it exists. Also missioning in npc 0.0 is difficult to start because after your newbie career at high sec you have negative standings for pirate corps. Idea: make it so that everyone gets nice standings for some npc 0.0 corps while doing missions in empire for some corps. I got decent standings for mordu's, but there's only like one system to do level 4's for them and it's already camped 23/7 by misc pirates.
Solution is NOT adding more empire space. People stay in empire because they think they're perfectly safe, which they most of the time are. Instead of increasing sec status in systems it should be made lower tbh.
Sovereignity increasing sec status. Are you mad? Ratting is main income in 0.0 for combat pilots. There is no missions. For exploration you need good skills and time. Even then number of sites is limited and combat sites are... mostly crap. I am assuming you've never really lived in 0.0? How do you propose people in 0.0 would make their money? With their numerous empire alts?

I have this feeling you misunderstood what "my view" was, then...
NOTHING really changes, except the fact "player pirates" can enter deeper into highsec, but on the flipside it's open season on any player that has engaged in criminal acts recently, but hasn't bothered "grinding up" the standings back. CONCORD still responds whenever a "positive security" pilot is attacked, like usual. However, CONCORD never responds to any action on "negative security" pilots, making the life a lot "unsafer" for them, IF they chose to venture into highsec... heck, even in LOWSEC it's "open season" on all pirates, even the very small ones.
What this accomplishes is the chance for PLAYERS to get rid highsec of player pirates and suicide gankers (unless THEY bother a lot more to grind their secstatus up), and most importantly, it opens up the POSSIBILITY of proactively policing lowsec without becoming "a criminal" yourself... a thing which is impossible right now, unless the target is a -5.0 sec pilot.
We don't need more space, we need the possibility to make the space we live in safer for our friends, without becoming outlaws ourselves, or getting CONCORD interference.

By removing bounty's for rats in high sec (mission and belt rats) there is very little point in doing missions in those area's. That probably means that there will be more miners, so to even that out we must remove the belt out of high sec.
Why not scrap the whole idea of high sec space and make everything 0.0 then? Maybe just keep a tiny few starter systems safe or make toons with less then 1.5m sp(ballpark figure) safe from attacks.
It might take some getting use to but i think it will enhance gameplay in the long run.

It's not the point really. The problem is that once sovereignty 4 has been claimed and the system is under complete control and the capital construction arrays appear. Then you set up a Cyno jammer and gate camp the system with 2 titans and DDD's (or whatever BOB are doing). I'm not saying nerf BOB, it's just the common sense, or lack hereof, that when a system is continually policed, it's security rating is increased (Beverly Hills vs. Bronx). So by increasing sec rating in system where large amounts of ratting occurs is a natural evolution. Also, low-sec systems where noone goes to rat could become lawless over time.

I suggested some time ago that Hi-sec Asteroid belts should cease to regenerate. It's unrealiastic (not that the whole spacegamethingy is realistic to start with, but there must be some laws of physics:)) Or that the Empires should nationalise the ressources for the upcoming wars (like Venezuela). For example so state war academy-achura-macro-alt-farmers could only mine in Caldari Space or something like it.

When Pirate Faction 0.0 space is upgraded to LOW-Sec, there would be a base for a standardised black market where contraband could be traded and moved around freely A whole cordon around the empires where semi-lawlessness thrives where you could stack up on boosters and exotic dancers before going into the real wild west. Like the Gaza strip or the west bank. Think about it. A whole section of the supermarket full of cheap drugs or illegal ammunition and ****ography.

This I can sort of agree with (FYP, btw); if I were rats, and someone plopped down an outpost and started shooting me 24/7/365, would I hang around to be farmed? Of course not, so why should they?
Think the max limit should be just a tad under actual 0.0, though, not lowsec or highsec. That way, the rat spawns are crap but you don't lose sec status via aggression.

Disagree with you on Syndicate. There needs to be places where people can try out 0.0 space without the need for the incredibly boring logistics of claiming sovereignity and having POS'es running.
Syndicate (or NPC controlled space) is great for a large part of the eve population, the fun of 0.0, but without the POS.

All pin-pointed belts should be removed, in all systems. Hi-Lo or 0.0. Make people scan them out. They should be heavily infested with decent sized rats too to encourage teamplay. It's a mmorpg after all.
Teamplay only comes with risk.
