No, it is just a flag on the character -- there are no bonuses or other options available to anyone designated as a scout.
I was to understand that if you designated someone as scout, that that person would continue to receive bonuses from the Fleet even when they were not in the same system and up to 3 jumps away or something. Has this functionality been removed then?

In this exact scenario you need : Yourself as wing commander. One pilot with leadership5 (squad commander) 9 squad members.
If your squad commander does not have leadership5 you will need 2 squads of fewer people with 2 squad leaders with some level of leadership. Keep in mind that leadership 1 = 2 members (leader + 1) leader5 = 10 (leader +9).

This was changed last year. Squad commanders do now recieve bonuses from their Wing Commanders. I don't remember which patch it was in (or even if itwas mentioned in the patchnotes) but it does now happen.

The scout is able to send certain broadcasts to the whole gang, and is 'immune' to gang warps. This makes them ideal for covert ops pilots which should not be included in mass warps. Gang bonuses do not carry over between systems, regardless of fleet position.
